	Urgent Appeal on the East Japan Huge Earthquake of JRCL-NC</h4>
<p>
	&nbsp; The working people are severely suffering from a horrible disaster caused by the East Japan Huge Earthquake. It is no simple natural disaster but human-made. The unprecedented terrifying accident of Fukushima nuclear power plants incurred by the earthquake typically illustrates this fact. Immediately after the outbreak of the earthquake, the cooling system of the nuclear reactor stopped functioning. It made it inevitable for the reactor to have fuel rods broken and a large amount of radiation released. Actually the reactors could not be cooled any longer and the temperature of the reactors kept mounting even after the stoppage of the reactors, resulting finally meltdown of the radioactive cores, the worst outcome. We are confronting a horrible accident surpassing in its serious character the Three Mile Island Accident in the US and Chernobyl Accident in the former USSR.</p>

      <![CDATA[<p>
	In face of this serious accident, however, Kan administration has been trying to conceal the dangerous development through putting media under severe control. Even after the radiation release and the explosion of the reactor facilities were revealed, the government spokesperson kept insisting, &ldquo;The nuclear reactor is in safe condition&rdquo; and &ldquo;Nobody&rsquo;s heath is injured&rdquo;. Stop lying! Many workers are forced to continue their dangerous work on the spot of the accident to settle the irregularities exposed to radiation. Don&rsquo;t you know that? There is no guarantee for the evacuated inhabitants in the neighboring area of the nuclear plants to resume their life and work on the contaminated land.</p>
<p>
	It has been warned that a big earthquake could provoke a terrible disaster of the nuclear power plants since long. The authority concerned, however, boasted that the nuclear power plants were &ldquo;safe and clean&rdquo; and pushed forward the development of nuclear power policy at the head of imperialist big powers of the world. Kan administration, among other governments, formulated its &ldquo;New Growth Strategy&rdquo;, in which export of nuclear power plants occupied a major position. They have been rushing the drive to seek interests and profits of capital as the supreme goal above all. The result is the present accident.</p>
<p>
	The Tsunami disaster has the same background. Towns and villages completely disappeared and the number of the dead and the missing people amounts to several thousands or tens of thousands. The real cause of these disasters is not attributed to the dimension of the Tsunami. The areas hit by the Tsunami, centering on Sanriku-coast, was provided with the levees far lower than needed to stop the assault of Tsunami. Neo-liberal policy intentionally neglected the development of the local economy and society, and worker, farmers and fishermen were forced to suffer concentration of contradictions of the society. This caused the disaster of this scale.</p>
<p>
	&nbsp; Kanadministration refuses to take responsibilities for all disastrous results and attempting to make use of the grave situation caused by the East Japan Huge Earthquake in order to find its way for political survival at the sacrifice of working people. In the name of &ldquo;national emergency&rdquo;, Kan is attempting to suppress struggles of working people violently to achieve &ldquo;political truce&rdquo; and to mobilize all workers into &ldquo;national unity&rdquo;. Their aim is to establish a favorable condition to carry out massive dismissal, casualization, participation in the Trans<em>-</em><em>Pacific Partnership (</em>TPP), enforcement of new military base construction in Henoko, Okinawa, and plunge into aggressive war on Korea. It is a sort of counter-revolutionary coup-d&rsquo;Etat by Kan administration,</p>
<p>
	&nbsp;</p>
<p>
	After the anti-labor political settlement to suppress the struggle of 1047 dismissed national railway workers on last April 9<sup>th</sup> and the <em>de facto</em> outbreak of the aggressive war on Korea on November 23, we are now confronting the third counter-revolutionary drive of the ruling class on the occasion of the gigantic earthquake to crack down all working people&rsquo;s struggle and independent movement.</p>
<p>
	&nbsp;Let&rsquo;s crush all these governmental attempts with the angry action of all the workers.</p>
<p>
	&nbsp;Down with Kan administration, which precipitates the global economic crisis, massive unemployment and war!</p>
<p>
	Stop operation of all nuclear power plants and abolish them immediately!</p>
<p>
	There is no future for capitalism.</p>
<p>
	Only proletarian revolution offers a fundamental rescue for the suffering people and to answer the sorrow and anger of the deceased.</p>

	Preface</h4>
<p>
	&nbsp;The time has come we overthrow capitalism. Our urgent task is to rush for proletarian world revolution in 21st century, crushing capitalism, or imperialism in death agony, including all enemy forces, in their attempt of survival, by the unity of working class.<br />
	&nbsp; As the global economic crisis aggravates day by day, unprecedented capitalist offensive of a large-scale discharge and wage-cuts is raging over workers all over the world. A tremendous number of workers are thrown out on the street one after another, being deprived of foods, houses and even a hope for future. On the other hand, capitalists are desperately engaged in a pursuit for their profit and are driving the whole society into ruin through their shameless avarice. What a corruption! This is capitalism and capitalism at its final stage. We cannot let capitalist rule over us any longer. Anger of working class is mounting to its extent.<br />
	Bourgeoisie in the whole world is fiercely seeking its way of survival through putting all burden on working class and wide layers of people on the one hand, capitalists are conducting violent competition over the re-division of the world and rushing for escalation of wars of aggression. In the intensifying global economic crisis, working people of the whole world are faced with a decisive alternative: whether to be driven into imperialist war or to carry out proletarian world revolution.&nbsp;<br />
	&nbsp;Working class cannot liberate itself unless it fundamentally overturns and crushes the whole system of capitalism with its ideology which forces wage slavery on workers. The emancipation of working class brings an end to the long history of class society with its exploitation and abolishes every kind of discrimination and oppression, in a word, universal and total emancipation of human beings. Class unity of working class and its ever-widening development, which is achieved through the efforts of overcoming division and split among working people under capitalist domination, will enable this historic task. We need now to revive all over the world this thought of self-emancipation of working class, a central core of Marxism.&nbsp;<br />
	&nbsp;<br />
	&nbsp; JRCL held last autumn the 25th General Meeting of its National Committee and adopted a draft programme for the victory of the 21st century revolution (refer to our web site). The year 2010 will be the first year for us JRCL to carry out a struggle to turn the global economic crisis into revolution. We call on all comrades of JRCL, who have been fighting as active members of working class and as its most trained vanguard, to rise up now for the struggle of overthrowing Japanese imperialism, the weakest link of world imperialist chain, at the forefront of the world proletariat.<br />
	<br />
	The major strategic pillar is to crash the administration of Democratic Party (DP) and Rengo (Japanese Trade Union Confederation) and to achieve an explosive development of the struggle of 4 major industries (Railway, Post, Prefectural and Municipal Workers and Education) rallying around the struggle of national railway workers. The collapse of the post-war ruling system dominated by Liberal Democratic Party and the appearance of the new administration by DP Ozawa-Hatoyama signify a total failure of the domination of Japanese imperialism over working class for decades and a beginning of a naked confrontation of two antagonistic classes, namely capitalist class and working class. In a word, Japan has plunged into an age of civil war. The DP administration is very fragile in its political character barely sustained by incorporating Rengo, major labor national center. It is destined to go bankrupt and an uncompromising confrontation with working class is inevitable.&nbsp;&nbsp;<br />
	<br />
	&nbsp; If we succeed in winning the confrontation between revolution and counter-revolution and in strengthening militant labor unions and establishing a workers&rsquo; party as pivotal axis of organizing proletarian revolution, angry and energy of 60 million Japanese workers, especially 20 million young workers, would be fully liberated. The time has come the revolutionary force grasp the initiative of the whole class struggle and rush for the overthrowing of the existing system. Every thing depends upon whether we win a historical victory of the struggle of national railway workers this spring.&nbsp;<br />

	[II] Turn the Global Economic Crisis, war and a large-scale unemployment into world revolution!</p>
<p>
	（１）The Global Economic Crisis is rushing into a violent fall of Dollar and imperialism is plunging into an abyss</p>
<p>
	&nbsp; The Global Economic Crisis is an underlying factor of the world today, situation both at home and abroad as well as class relations and class struggle. Paris-bas shock in August 2007 sparked the worldwide financial crisis, which later developed into the present global economic crisis. The crisis is being intensified and the second or third bottom of the recession and even the &ldquo;second Lehman shock&rdquo; are seriously anticipated. The whole world economy is facing a danger of a violent fall of dollar and the collapse of the postwar world system of imperialism is imminent. Desperately optimistic views of the governments and bourgeoisie of the world that the world economy is &ldquo;basically recovering&rdquo; or &ldquo;the recession has already reached its bottom&rdquo;, etc. are actually betrayed by the real development.<br />
	The present global economic crisis is an outcome of the historical failure of neo-liberalism and globalism, conducted as a last resort of imperialism at its final stage. It is a crisis, surpassing in its serious character the Great Depression in 1929 and no exit from this is promised. The end of capitalism or imperialism is finally announced. The global economic crisis inevitably brings about a large-scale unemployment and war. The economic character and class nature of an economic crisis is clearly exposed by capitalist attempt to survive at the expense of working people on whom massive unemployment, wage-cut, deprivation of rights, poverty and destruction of life are imposed and whose life is driven to the bottom. <br />
	&nbsp; The deepening global crisis has produced mounting anger and intensifying struggle of working people all over the world against war and unemployment on the one hand, and fiscal catastrophe of the government and system crisis of the bourgeois state on the other hand. The world is plunging into a revolutionary situation. The future of working class of the whole world entirely depends upon the victory of the struggle, &ldquo;to turn the global economic crisis into proletarian world revolution.<br />
	<br />
	&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong> Fiscal mobilization and credit relaxation</strong><br />
	&nbsp; Since &ldquo;Lehman shock&rdquo; on September 15 2008, with an aim of coping with the aggravating financial crisis, the governments of US and other major countries have developed an ultra relaxation policy on credit through fiscal pumping in astronomic amount and introduction of de-facto zero interest rate. At the same time, merciless restructuring, massive discharge and wage-cut have been imposed upon working people. These policies seemed to have temporarily mitigated a violent progress of the financial crisis.<br />
	&nbsp;As the statement of the president of the German Federal Bank, stressing, &ldquo;Policy, policy and policy&rdquo; in face of the economic crisis illustrates, the governments of Japan, US, Europe and also China took a large-scale fiscal measures: fiscal stimulus and fiscal stabilization fund of US amounts to respectively $787 bn. (\ 72tr.) and $700 bn. (\ 68tr.) and Chinese anti-cyclic measure cost 4trillion Gen (\54tr.), exceeding by far the expenditure during the period of the Great Depression. This time other various stopgap measures were also been taken to stimulate the economy: subsidy, tax-cut for the purchase of cars, electric appliances, houses as well as buying of government bonds, bonds, commercial papers, etc. But all these emergency measures have expired.</p>
<p>
	&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <strong>Astronomic budget deficits </strong><br />
	&nbsp; A huge money pumping inevitably caused budget deficit. The US deficit of fiscal balance of the fiscal year 2009 rose to $1.4171tri. (\130tr.), 3.1 times larger than in the previous year. It is anticipated that the total deficit will reach $9 or 10bn in five years if $1bn.annual deficit continues from now on. The major European countries are also facing the same problem<br />
	Among other powers, Japan is hit the most violently by the deficit problem. The government bond outstanding amounts to \864tri.522.6bn, the largest ever sum in the history at the end of last September, while the government bond issue in 2009 fiscal year was \53.5tri. also the largest issuance ever. In March 2010, the government bond outstanding will be over \900tri.mark. This amount corresponds over 180% of GDP and in 2014, it will be larger than 246%. Japan faces now a bankruptcy as a state. <br />
	Until today, the US budget deficit has been covered by a large sum of purchase of China and Japan. It was possible within the limit of $400 bn, but impossible now that deficits amount to three or four times than that. As only way to meet this serious situation, FRB has to continue printing dollar paper without the guarantee of gold. When paper money is going to be issued limitlessly, what will come next?&nbsp; The answer is a violent fall of dollar and explosion of inflation.<br />
	<br />
	&ldquo;Collapse in the value of dollar&rdquo; is a keyword of the current global economic crisis. It is unavoidable as a compound outcome of astronomical increase of US budget deficit, limitless issuance of US government bond, inevitable decline of US imperialism, ongoing intensification of international competition among imperialists and great powers and total failure of &ldquo;international cooperation&rdquo;. At any moment, dollar could violently collapse by any chance.&nbsp;&nbsp; <br />
	Let&rsquo;s note the fact that today&rsquo;s dollar has long lost its convertibility since August 15, 1971 when Nixon administration declared to stop conversion of dollar with gold and put and end to the international managed currency system of the postwar time. Therefore, dollar today is in fact no longer a key currency but only its substitute. The position and function of dollar as a pseudo key currency, or its substitute, has been barely maintained by the overwhelming economic, political and military power of US, while there has been no other currency to replace dollar. Now, however, the US is a declining super power that has triggered the global economic crisis. Worldwide sharp rise of gold price and weakening of dollar would inevitably lead to a collapse of the value of dollar.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <br />
	When dollar finally collapses, the global economic crisis plunges into the abyss of catastrophe. Then the postwar imperialist world system will fall down into hell and the world economy will be broken up into closed blocks, intensifying competition among imperialist countries and great powers, a life-and-death battle for survival, and finally precipitating the whole world into a world war. No time is to be lost to rise up for a struggle &ldquo;to turn the global economic crisis into world revolution&rdquo;&nbsp; <br />
	<br />
	&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <strong>Burst of bubble economy anticipated</strong><br />
	&nbsp;There is another serious problem that is involved in the huge amount of government spending and the ultra policy of credit relaxation. Let&rsquo;s see what is actually happening in the financial and money market. While we are witnessing, on the one hand, shrinking of credit, credit crunch and rising of the rate of interest of various credit cards and loans, the world economy is facing excessive money supply and a kind of bubble economy is emerging on the other hand. Excessive money, which is a product of US and other governments&rsquo; financial policy, is now flooding into stock market, future gold market and oil market in US, Europe and Asia and pulling the stock price, gold price and crude oil high. A fresh bubble economy is developing and is rushing for a burst once again.<br />
	&nbsp; Moreover, US financial institutions have bad assets of $1.5bn at most (according to US Congress Report) and house price is falling by 60~70%. Added to this, US financial world has a &ldquo;fresh bomb&rdquo;: uncollectable loan for real estate of commercial use (amounting to $3bn), which caused insolvencies of 133 US local banks by the middle of last December, followed by other 500 institutions in imminent danger. The global economic crisis will be fueled further by these developments of financial crisis in US.</p>
<h4>
	（２）Massive unemployment is assaulting on workers as a result of the worldwide crisis</h4>
<p>
	&nbsp;Bourgeoisie (Strausskahn, managing director of IMF) is warning that &ldquo;the third wave of the economic crisis&rdquo;, that is, massive unemployment will take place after the first wave, the financial crisis, and the second wave, sudden drop of real economy. The class background of the huge amount of governmental spending is drastic restructuring, wage-cut and massive unemployment at the sacrifice of workers.<br />
	According to the recent publication, the rate of unemployment in US has risen to 10.2%. This figure shows only a part of the reality: the figure will reach 20% when not only the people who are filed in employment insurance but also the workers whose employment insurance is expired or who gave up finding jobs or part-timers are taken into consideration. It is reported that the rate of overall unemployment in Japan last September was 5.3%, making a recovery in &ldquo;successive two months&rdquo;. But the figure is presented as &ldquo;seasonably-adjusted&rdquo; in quite a demagogic way. In reality, however, the rate of substantial unemployment will be greater when the figure includes those workers who are excluded form the figure on the ground that they worked even a day in a week, or who are paid &ldquo;government subsidies for employment adjustment&rdquo;(amounting to nearly two million). Then it will rise to 12.7% or 15.6%. In EU countries headed by Spain with its unemployment rate of 20%, the situation is quite similar to US and Japan.<br />
	&nbsp;Young workers are suffering under higher rate of unemployment. It is already close of 25%, a historically worst figure comparable only with the highest rate of overall unemployment in the period of the Great Depression in 1929. <br />
	&nbsp;<br />
	&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <strong>Total failure of neo-liberalism</strong><br />
	Now, the historical life of capitalism, or imperialism, is completely exhausted. It is clearly proved by the fact that the worldwide economic crisis in 1974~1975 smashed the postwar development of imperialism, sustained by the policy of state-monopoly capitalism since 1930&rsquo;s and that the present global economic crisis has exposed ultimate failure of neo-liberalism and globalism which was taken a rescue policy thereafter. <br />
	&nbsp;The underlying cause of the worldwide economic crisis in 1974~1975 was excessive capital accumulation or excessive productive forces. After that it was impossible for real economy, or industrial corporation, to raise the rate of profit by any means. The neo-liberal policy that replaced the policy of state-monopoly capitalism dismantled welfare state policy and sought to increase capital profit, decreasing labor&rsquo;s share through imposing wage-cut on, and intensifying exploitation of, working class. In pursuit of capital profit without restriction, policies of deregulation, privatization and union busting were vigorously practiced. It was materialized by Ronal Reagan, Margaret Thatcher and NAKASONE Yasuhiro, who, in Japan, enforced the Division and Privatization of National Railway.<br />
	<br />
	Aggressive wage-cut has been imposed upon workers against the following background: since the collapse of Soviet Stalinism, eastern European countries as well as remaining Stalinist regimes like China have been integrated into the capitalist, or imperialist, world system and huge number of workers of these countries have become target of extraordinarily low wage and severe exploitation; while in capitalist or imperialist countries, exhaustive irregularization of employment has been carried out through destruction of the traditional systems, such as life-long employment and seniority wage system, etc, and lifting of the restriction on dispatching temporary workers in order to be allowed not only in the service area but also in industrial workplace. <br />
	&nbsp; Further, neo-liberal policy fiercely promoted financial liberalization in US and UK among others and brought about fantastic expansion of money game independent from the development of real economy and resulted in producing bubble economy and its repeated bursts. Thus capitalism has been transformed to be dependent on dangerous structure of precarious exploitation and oppression. The climax of these developments was the policy of the &ldquo;Almighty Dollar&rdquo; presented in 1995 by Edward Rubin, ex-Treasury Secretary of Clinton administration. It triggered a rapid expansion of IT (information technology) and housing bubble and its failure. In the course of these tumults, the division between banks and securities corporations was abolished in 1999 and the US has been transformed into a &ldquo;Financial Empire&rdquo; with extraordinary increase of &ldquo;financial commodities&rdquo;, in which the major players were investment banks, such as Goldman Sax and bankrupt Rehman Brothers.</p>
<h4>
	（3）Protectionism, intensification of competition, block-building and war</h4>
<p>
	The current global economic crisis forces a large-scale unemployment on working class on the one hand, and intensifies protectionism, competition among imperialists and other big powers on the other hand. Thus the crisis is driven further and brings about menace of collapse of dollar. The world economy contracts and splits. War of aggression and world war become imminent.<br />
	&nbsp;&nbsp; Prevailing protectionism is a very serious signal for world development. According to the figures published by WTO, 290 protectionist measures have been taken by 52 countries across the world since October 2008. Among those protectionist countries, India stands at the top of them with 42 cases and US with 35, followed by Argentina, China, Russia and so on. The most typical examples are: Buy-American clause and safeguard against tires made in China both by US. Other cases are: Higher customs, restriction on, or prohibition of, import, anti-damping measures, promoting policy of export of domestic products, reduction of taxes, subsidies etc. Currency war, or competition by devaluation of exchange rate, is another form of protectionism.<br />
	&nbsp;&nbsp; Protectionism inevitably produces chain reactions and turns into mutual retaliation as is actually happening between US and China. Though the official stance of &ldquo;No protectionism&rdquo; is adopted by the G20 Financial Summit Talks, that is now replacing G7 (Meetings of Financial Ministers and presidents of Central Banks of seven major countries), the general world trend is a rush for protectionism.</p>
<p>
	&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong> Obama&rsquo;s Tokyo Speech </strong><br />
	&nbsp;The global economic crisis is sharply intensifying competition between imperialist and other big powers in political, diplomatic and military fields over the market, resources and the sphere of influence. We are witnessing before our eyes a death battle between Japan and USA, which poses a serious problem. <br />
	&nbsp; On November 14, 2009, during his East Asian tour, US president Obama made a speech in Tokyo (&ldquo;Tokyo Speech&rdquo;), on the general picture of his Asian policy. He stated that US is a &ldquo;Nation on the Pacific Ocean &rdquo; and declared US&rsquo;s &ldquo;positive commitment in, and contribution to, Asia&rdquo;. Obama told that US will officially attend &ldquo;East Asian Summit Talks&rdquo; and that he will seek cooperation with ASEAN (Association of Southeaster Asian Nations) for the first time, not only with APEC (Asian-Pacific Economic Cooperation Conference). Further it was stated that US will take responsibility for the security of Japan and Asia countries and expects &ldquo;Asian Allies, including Korea and Japan&rdquo;, to &ldquo;maintain effective deterring forces against nuclear attacks&rdquo; in a quite overt way.<br />
	Obama&rsquo;s speech is, first of all, made against the background of Japan-US Alliance, an open declaration of confrontation and competition with China, which has been emerged as a new big nation surpassing Japan and Germany in its gigantic economic scale. China, remaining Stalinist country, is for US to be drawn into cooperation on the one hand and to be contained on the other hand. At the same time, we must not overlook that Obama declared a fierce confrontation against Japanese imperialist regime, Hatoyama administration, that emerged with slogans: &ldquo;close and equal Japanese Alliance (or Partnership) with US&rdquo; &ldquo;construction of East Asian Community&rdquo; to compete with US over the hegemony. Obama made it clear by his &ldquo;Tokyo Speech&rdquo; that US will hold tight its hegemony over Asia economically as well as militarily and never allow Japanese imperialist scheme of building an East Asian Community that excludes US.</p>
<p>
	&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <strong>New Stage of Japan-US Competition</strong><br />
	As is illustrated above, since the Administration of Democratic-Rengo Alliance under Ozawa-Hatoya leadership took power, Japan-US competition has been intensified in the sharpest way ever. The issue of the transfer of Hutenma US base in Okinawa is one of the acute problems that are shaking Japan-US Security Alliance as the struggle of Okinawa people against US bases fiercely develops. Another burning issue between Japan and US is the competition over the air transport, exposed by the conflict on the conclusion of the &ldquo;Open Sky Agreement&rdquo; (Liberalization of the air transport). These two issues, Okinawa and air transport, will inevitably become focus of the struggle in 2010: Okinawa struggle and Sanrizuka struggle against Narita Airport.<br />
	&nbsp;<br />
	US economy, that had produced &ldquo;boom&rdquo; through excessive consumption at the background of housing bubble and rapid increase of deficit in current account, collapsed by the break-out of the global economic crisis. In face of this adverse situation, US government took an initiative of making G20 as main stage and organ of world economic conference in close cooperation with one of the emerging powers, China, at G20 Financial Summit meeting at the end of September 2009, in Pittsburg in US. At the meeting, countries with current account surplus, such as Japan, Germany and China were requested to &ldquo;adjust imbalanced current account&rdquo; and to &ldquo;increase domestic demands&rdquo;. The intention of US imperialism is to compete with Japan and European countries through inviting China on the side of US as was demonstrated by the promotion of G2 (US-China strategic and economic dialogue) and the proposal of holding G4 (US, China, Japan, EU) conference.&nbsp; <br />
	A dangerous development is going on before us: war of aggression and world war are becoming more and more imminent as protectionist policy prevails world-wide under the global economic crisis and competition intensifies among imperialist and other big powers. Obama, while preaching a &ldquo;world without nuke&rdquo; to pro-establishment forces in a deceitful way, demands Japan and South Korea steady maintenance of deterrent forces against nuke and insists on strengthening of &ldquo;nuclear nonproliferation regime&rdquo;. Thus he demonstrates the will of US imperialism to wage war of aggression and world war in order to maintain US global domination.</p>
<p>
	US dispatches more troops to Afghanistan<br />
	&nbsp;On December 1, 2009, Obama decided to send more 30,000 troops, including 9000 Marines to Afghanistan, a strategic stronghold of imperialist war of aggression. NATO followed US in dispatching 7,000 more troops there. Thus Afghanistan has become a cutting edge of war of aggression and world war participated by US, European and Japanese imperialists with 100.000 US forces and 140,000 foreign troops permanently staying there. For US, Afghanistan has completely become the &ldquo;second Vietnam&rdquo;.&nbsp; <br />
	&nbsp; United power of the whole world and their uprising can turn the global economic crisis and war into world revolution.&nbsp;&nbsp;</p>
<h4>
	（4）Down with the administration of Democratic Party and Rengo of Constitutional Revision, War and Massive Unemployment</h4>
<p>
	As the global economic crisis aggravates, the postwar world system of imperialism has begun to collapse fundamentally. Japanese imperialism, the weakest link of the chain of international imperialism, is being hit most terribly by the world crisis and its ruling system is plunging into catastrophe. &ldquo;August 30th&rdquo;, the day of general election in 2009, in which the ruling Liberal Democratic Party suffered a decisive defeat and lost its political domination for a half century, symbolizes it.<br />
	&nbsp;The new administration is under the leadership of Hatoyama, the Prime Minister and Ozawa, the general secretary of Democratic Party and this Democratic Party administration is sustained by labor bosses of Rengo (Japan Trade Union Confederation). Its role is only to intensify the crisis and contradictions of Japanese imperialism. We must clarify the historical character and position of Hatoyama administration. Its cruel and reactionary nature as well as its critical and fragile essence should be exposed thoroughly. Let&rsquo;s overthrow Democratic-Rengo administration with this accurate perception, and march for proletarian revolution!&nbsp;&nbsp;</p>
<h4>
	&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The most serious system crisis after World War II</h4>
<p>
	&nbsp;Firstly, the Hatoyama administration is born against the background of the collapsing Japanese imperialism. The current global crisis has driven Japanese economy into catastrophe. The structure of capital accumulation of Japanese economy based on the practice of &ldquo;export nation&rdquo; has fallen down and Japanese economy has been thrown into deflationary spiral again. Mounting budget deficit is driving fiscal crisis beyond the limit. While the tax income in 2009 fiscal year amounts only to \36.9 trillion, the state finance needs issuance of government bond of \53.5 trillion. It is the worst situation since the chaotic period immediately after the defeat in World War II. <br />
	&nbsp; The Ampo (Japan-US Security Alliance) issue and diplomatic policy face also a deadlock. A period of instability and catastrophe has begun. The Japan-US Alliance will not go on smoothly as before from the interest of both sides. It is most drastically demonstrated by the conflict between the two countries on the issue of Hutema US base as mentioned above. Angry voices of Japanese working people headed by people in Okinawa is violently mounting and developing into an explosion of anti-war, anti-nuke, anti-Ampo and anti-base struggle, shaking both of Japanese and US governments. On the other hand, imperialist competition is intensifying between Japan and US under the worldwide economic crisis far beyond the previous friction. The basic policy of US imperialism, axial state of the world in historical decline, is &ldquo;to engage actively in Asia&rdquo; and to prevent by all means Japanese independent mlitarization and crush its attempt of making Asia Japan&rsquo;s own sphere of influence.</p>
<p>
	&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <strong>A far more brutal administration than the Liberal-Democratic rule</strong><br />
	&nbsp;<br />
	Secondly, the Hatoyama administration intends, in face of antagonistic US policy toward Japan, to confront and overcome the crisis of Japanese imperialism through carrying out the independent policy of its own, namely, Ampo and defense policy, Asian policy and policy of revising the constitution and militarization of Japanese state, or construction of a war-like nation. These policies are formulated as, &ldquo;close as well as equal Japan-US Union (or partnership)&rdquo; &ldquo;construction of East Asian community&rdquo; &ldquo;reviewing of Japan-US agreements&rdquo; etc. which openly expose its will of competing with US and demanding Japanese independent stand from US. The administration of Democratic Party and Rengo is intent to carry out a reactionary conversion of the state machinery and the revision of the constitution to wage war, a political goal unachieved by the Liberal-democratic administrations, destroying the existing structure established as parts of the &ldquo;1955 System&rdquo; (post-postwar system) and long maintained under the Liberal-Democratic domination. The practice of this policy again intensifies Japan-US conflict and competition further.<br />
	In regard to the domestic problems, the DP-Rengo administration insists on &ldquo;independence from bureaucracy&rdquo; &ldquo;cut down on waste&rdquo; and force &ldquo;reorganization and re-arranging of the budge distribution&rdquo; through a demagogic and quasi-Fascist method. A fierce attack is concentrated on public service workers through dismissing 3.6 million workers through introduction of the Wider Regional Administrative System. These policies are all conducted by the help of corrupt labor leaders of Rengo.</p>
<p>
	&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <strong>Decisive fragility of Hatoyama administration</strong><br />
	&nbsp;Thirdly, it is to be noted that the brutal character of Hatoyama administration surpassing the LDP&rsquo;s politics is closely combined with its desperately fragile and critical nature.<br />
	&nbsp;This administration is a product of the global economic crisis and the collapse of imperialist world system that caused the failure of the LDP domination. The critical point now is that there is no possibility of the historical recovery of LDP even if DP-Rengo rule should fail. The &ldquo;1955 System&rdquo; definitively collapsed and the world is plunging into a new age of the greatest turbulence and upsurge. The present crisis of ruling system of imperialism is so far-reaching and fundamental. The Hatoyama administration is, different from its predecessor, LDP, sustained by the Rengo, a corrupt leadership of national labor center as its necessary pillar. This is a marvelous opportunity for proletarian revolution. The historical moment of victory has come. Overthrowing the corrupt leadership of Rengo and smashing the DP-Rengo administration, we can proceed the way for the victory of proletarian revolution.<br />
	Under the intensifying imperialist competition, Japan-US alliance is on the brink of disruption, as Hatoyama administration desperately forces its policy of constitutional revision and militarization regardless, or in defiance of, US concern on Japanese violent and independent drive. Hatoyama and Ozawa have an intention of establishing a dictatorial and repressive regime through instigating patriotism and nationalism and mobilizing even rightwing, including Fascist forces with anti-US tendency. It is also evident that Japanese ruling class as a whole is in the midst of total confusion and is searching for a new orientation and reorganization. It offers us, class struggle labor movement and revolutionary forces, a golden opportunity to resolutely rise up and seize power.<br />
	The scheme of introducing Doshu-sei (Wider Regional Administrative System) is a materialization of the reactionary and counterrevolutionary policies conducted by DP-Rengo administration together with Keidanren (Japan Federation of Economic Organizations): &ldquo;sweeping and drastic reform&rdquo; &ldquo;to change the society and the world&rdquo;&nbsp; &ldquo;an attempt of transforming the basic structure of the state&rdquo; etc. It is by no means possible, however, to carry out these plans without destroying the struggle of major four industries with national railway workers at the forefront and class struggle labor movement. Moreover, the scheme of Doshu-sei is full of contradictions. It pretends to promote &ldquo;regional sovereign states&rdquo; by local bourgeois autocracy, but in fact the essential authority is concentrated in the central government, such as decision on military and diplomatic issues. There is also problem about the budget, for example of military expenditure, etc.<br />
	&nbsp; The major concern of Hatoyama and Ozawa is now directed at gaining a victory with working majority in the coming election of the Upper House in July and establish a dictatorial administration to launch overall counterrevolutionary offensives. The development of class struggle, however, will surely frustrate their plan. Angry workers have already begun rising up, disillusioned by the new administration, as is illustrated by the rapid drop of popular rating of the DP-Rengo government. At the forefront of the fighting rank to change the whole political situation, working class of Okinawa is leading the struggle with the demand, &ldquo;Shut down Hutennma US base immediately!&rdquo; &ldquo;Stop construction of a new base in Henoko!&rdquo;<br />
	&nbsp; Let&rsquo;s rise up and win the struggle of national railway workers to withdraw the dismissal of 1047 railway workers, to stop overall outsourcing of inspection and repair works and to overthrow JR (Japan Railway Companies) system!<br />
	Let&rsquo;s fight to crush DP-Rengo administration prior to the Upper House election!<br />
	Let&rsquo;s organize a general mobilization for the decisive battle in 2010 to achieve the victory of proletarian revolution.</p>

	A Stunning Victory Against the May 27 Repression on the National Railway Workers!</h4>

	At the trial of the May 27 repression case, the accused railway union activists won a historical victory. The charge of the violation of &ldquo;the Violence Punishment Law&rdquo; (Law Concerning Punishment of Physical Violence and Others of 1926) against the dissident national railway unionists was turned down. The Tokyo District Court (10th Department of Criminal Trial, chaired by UEMURA Minoru) ruled that accused brother MUKOYAMA Kazumitsu is not guilty, and fined the other 6 accused, unionists of National Railway Workers Union (NRU). The prosecutor&rsquo;s demand for imprisonment (ranging from one year to one and a half year for each accused) was rejected. The intention of the Japan Railway Companies to dismiss the accused railway workers when they are convicted was totally crushed. The Tokyo District Court was unable to apply &ldquo;the Violence Punishment Law&rdquo;, which was legislated to annihilate labor unions and labor movement, to the May 27 case and could not prove &ldquo;conspiracy&rdquo;. It&rsquo;s a great victory!</p>
<p>
	This is an achievement of the unflinching struggle of the accused and the defense counsel. To consolidate the labor unity, the accused workers had made a resolute decision to resolve the previous defense counsel who did not agree with the accused unionists on the way of carrying out struggle in the court. The accused national railway workers were confident to fight class trial based on unity of working class. The recent success of the November 1st National Workers&rsquo; Rally also contributed to this victory in the court. The last resort of the judge was to apply the criminal law on act of violence to this case and fined brother TOMITA Masuyuki ￥600,000, brothers HABIRO Hiroshi and AZUMA Gen ￥400,000 and brothers TACHIBANA Hideo, HARADA Ryuji and KOIZUMI Shin ￥200,000.<br />
	The accused have immediately decided to appeal to the High Court.</p>
<p>
	In the evening after the judgment, a meeting was held to report on the trial in Bunkyo-Ward Public Hall in Tokyo. All the participants were glad to know that the state power attempt of convicting the militant national railway workers by the &ldquo;the Violence Punishment Law&rdquo; was crushed and they confirmed their firm determination to continue fighting against the repression on militant unionists and to overthrow corrupt union headquarters of Japan National Railway Workers&rsquo; Union (NRU, Kokuro).</p>
<p>
	Brother Tomita, head of the team of the accused, declared, &ldquo;We are now ready to take a full responsibility for the struggle of 1047 dismissed national railway workers. Let&rsquo;s become mainstream of national railway labor movement. Today we make a fresh start for that!&rdquo;</p>
<p>
	The national railway struggle faces now a decisive moment with the following crucial theme: &ldquo;Withdraw the dismissal of 1047 national railway workers!&rdquo; &ldquo;Stop outsourcing of inspection and reparation&rdquo; &ldquo;Down with Japan Railway System&rdquo;</p>

	Let&rsquo;s fight all-out struggle together with the team of the accused who is resolved to win a final victory in their struggle!</p>

	[1] May 27 repression on dissident national railway unionists</p>
<p>
	Six national railway unionists and a supporter were indicted in charge of violating the Law Concerning Punishment of Physical Violence and Others of 1926 for their activities on the occasion of the Extraordinary National Convention of National Railway Workers Union (NRU, <em>Kokuro</em>) held on May 27, 2002.</p>
<p>
	Their activities, the alleged violation of the law, were in fact distribution of flyers telling their opinions against the policy of their union NRU headquarters that urged the union members to cave in to the government and the JR (Japan Railway) companies in the struggle against the dismissal of 1047 national railway workers in the course of the Division and Privatization of National Railway that was practiced in 1987.</p>
<p>
	It was disclosed in the course of the trial that continued for 7 years that the union officers worked in a close cooperation on the spot with the Metropolitan Police Department in producing a frame-up of a case against the dissident unionists, who only tried to have their voices heard by fellow delegations to the convention of NRU, their own union, in front of the hotel through their flyers. Ironically, in the video records taken by the officers of the NRU headquarters in front of the hotel and offered to the police and the public prosecutors office for the indictment of their own unionist, no proof was found to verify &ldquo;violent activities&rdquo; of the accused unionists.</p>
<p>
	&nbsp;[2] Law Concerning Punishment of Physical Violence and Others of 1926</p>
<p>
	This law was legislated in Japanese pre-war time to eradicate labor movement. It refers to &ldquo;violate the law --- in joint action of several persons, by demonstrating a force of an organization or of a numbers of persons, by demonstrating a disguised force of an organization or of a numbers of persons&rdquo; (Article 1)</p>
<p>
	Hosei students are indicted also in charge of this law.</p>

      <![CDATA[<h3>Draft Program of JRCL is <em>the Manifesto of the Communist Party</em> of today</h3> <p style="text-align: right;">(<em>Zenshin</em> organ paper of JRCL-NC, No.2412 October 19, 2009)</p> <p><em>50 Years&rsquo; of Revolutionary Communist Movement</em></p> <p><em>Time of a Great Leap Forward</em></p> <h4>Turn the global economic crisis into proletarian world revolution under the banner of Anti-imperialism, anti-Stalinism!</h4> <p>In September 1959, the editorial of the <em>Zenshin</em> (&ldquo;Forwards&rdquo;), organ paper of JRCL-National Committee, published a historical appeal, &ldquo;Join us, National Committee of JRCL, under the banner of &lsquo;Anti-Imperialism, anti-Stalinism&rsquo;&rdquo; by the name of late comrade HONDA Nobuyoshi, the founder of JRCL. In autumn 2009, 50 years after that, JRCL adopted the Draft Program at the 25th (Enlarged) National Committee Meeting and openly declared that the Revolutionary Communist movement has entered a new stage. With this Draft Program of JRCL in our hands, let&rsquo;s march forward for the proletarian world revolution.</p>]]>
      <![CDATA[<h4>The Though of Workers&rsquo; Self-Emancipation</h4> <p>&nbsp;The Draft Program, adopted at the 25th NC Meeting, is an achievement gained through day-to-day practice of all the comrades of JRCL for the revival of class struggle labor movement. It is also a materialization of the endeavor of JRCL for half a century. Above all, what has finally enabled the formulation of the Draft Program is no doubt a tremendous advance of the efforts for the construction of a workers&rsquo; party, largely owing to the struggle of worker members of West Japan.</p> <p>&nbsp;The Draft Program is a product of class-based practice and intense discussion of all the party members striving for proletarian world revolution in 21st century.</p> <p>&nbsp;JRCL proudly present the Draft Program to the proletariat of the whole world as the Manifesto of Communist Party of today. JRCL calls upon the working class of the world to rise up in unity for the complete overthrowing of capitalist society and for the construction of communist society, a genuine community of human beings. JRCL declares to accomplish unity of revolutionary communists who are devoted in life and death struggle and makes it clear that it is ready to stand on the forefront of the struggle of constructing a single world revolutionary party. The Draft Program is composed of four chapters and 14 articles. In each of them, efforts are made to present fundamentally as well as precisely the essential problems: what is proletarian revolution, how is the self-emancipation of workers is achieved and what is needed for this.</p> <p>&nbsp;All these issues are in fact the core problems of Marxism. But it is not a mechanical reproduction of 19th century thought. JRCL as a revolutionary party of the working class, helped by the class struggle labor movement practiced by Doro-Chiba in a square confrontation against capitalism=imperialism, has reached today&rsquo;s attainment through re-examination of the experiences of the struggles and theoretical works of our predecessors. JRCL claims to be able to present to you &ldquo;a living Marxism today&rdquo; attained by its sweat and blood.</p> <p>&nbsp;As for the content and detailed explanation and development of the Draft Program, we ask you to refer to the second report to the 25th National Committee Meeting published in the <em>Communist</em>, theoretical review of JRCL, No.162. The following are the essential points of the Draft Program, summarized into four points.</p> <p><strong>&nbsp;Firstly,</strong> the Draft Program thoroughly revived the thought of self-emancipation of the working class, the most fundamental thought of Marxism. It starts with a sentence, &ldquo;The emancipation of the working class must be conquered by the workers themselves&rdquo;. The power of overthrowing capitalist society is in the working class. When workers, who are isolated, divided and are pitted against each other by capitalist rule, get united, they attain a power to cut off chains of wage slavery. Emancipation of the working class means at the same time a universal emancipation of all humankind through abolishing class society and liberating people from all kinds of exploitation, discrimination and oppression. This is the essence of proletarian revolution.</p> <p>&nbsp;Stalinism that brought about distortion of the Russian Revolution has long denied this thought of working class self-emancipation. As a result, despise and disbelief of working class has been prevailing and actual workers have been regarded as being powerless to change the society. Our Draft Program has made a decisive break with these false ideas and proclaimed that the working class is the only revolutionary class and has a great historical task.</p><p><strong>Secondly,</strong> the Draft Program of JRCL has presented once again a strategy of &ldquo;Proletarian World Revolution against Imperialism, against Stalinism&rdquo; as only platform of today&rsquo;s revolution.</p> <p>&nbsp;JRCL started its struggle 50 years ago with a clear-cut slogan of &ldquo;anti-Imperialism as well as anti-Stalinism&rdquo; through attaining a perception of the counter-revolutionary essence of Stalinism that helped survive imperialism in abandoning world revolution and distorting Marxism. We made it clear that proletarian revolution is carried out as world revolution. At the same time, JRCL had to fight against dogmatized Trotskyism that claimed to &ldquo;defend workers&rsquo; state unconditionally&rdquo;. And we worked out a clear position against Stalinism that should be overthrown, in other words, the necessity of the second revolution in Stalinist or ex-Stalinist regimes. Thus we established a platform of proletarian world revolution against imperialism and against Stalinism.</p> <p>&nbsp;Today, total and historical bankruptcy of Stalinism has been fully exposed by the collapse of the USSR and the East European Stalinist regimes followed by aggravating crisis of surviving Stalinist regimes like China, North Korea and others. But Stalinism has not yet vanished or defeated completely. In face of deepening global economic crisis, remnant Stalinists are making their desperate efforts, together with imperialist, to suppress workers&rsquo; rising in fear of revolutionary upsurge of working class. Its typical example is Japan Communist Party. Now it has become urgent to rush for proletarian world revolution on the firm position against Imperialism, against Stalinism.</p> <h4>Revolutionary Role of Labor Union</h4> <p>&nbsp;<strong>Thirdly, </strong>the Draft Program has made it clear that proletarian revolution is a violent revolution and that establishment of proletarian dictatorship is the core problem of the revolution.&nbsp; Working class has to overthrow bourgeois state power and establish its own political power to achieve its own emancipation. It can never be done by the change of the government through parliament. Uprising proletariat completely crushes the exiting state apparatus and replaces it with a totally new type of state, that is, proletarian dictatorship. Under proletarian dictatorship, the working class takes back all the social means of production that were possessed by capitalist class as its private property and organize the whole society anew for the construction of communist society.Outright hostilities against revolution are expressed by those political tendencies that are defending capitalism, such as Rengo, JCP, JSP, Shiokawa-group and etc. JRCL never tolerates Shiokawa-group that went so far as to claim that Leninism was responsible for the emergence of Stalinism. Contrary to these tendencies, our position is to succeed and achieve all the endeavors since the Paris Commune in 1871 and the Russian Revolution in 1917. We are determined to carry out to the end what Lenin and the Bolshevik Party challenged and were forced to stop in halfway.&nbsp;&nbsp; Fourthly, the Draft Program has elucidated once again the revolutionary role of labor unions in proletarian revolution and decisive significance of debate and struggle over labor union from the fundamental Marxist standpoint. The working class organizes itself into an independent political party to achieve proletarian revolution. Party is a part of the working class, the highest form of class unity and the most trained vanguard of the working class. A victory of revolution is achieved through gaining the whole working class to the side of the revolutionary party, promoting class unity and drawing forth potential power of each worker for its self-emancipation for explosive upsurge. To succeed this task, revolutionary party needs joining force with labor union.Labor union is a weapon of unity of workers to fight against capital. It is the most fundamental form of unity of the working class. Workers need labor union to carry out confrontation with capital day by day against its unrestricted exploitation and to defend themselves and their families. But labor union is necessary for workers not only for daily guerrilla warfare against capital but also for a struggle to overthrow wage slavery and capitalist rule as well. Most decisively, it serves as an organized power of the working class. Combined rule of imperialists and Stalinists has severely undermined the fundamental significance and task of labor unions. Labor unions have long been regarded as organizations to address economic demands of workers in reformist ways. Prevailing &ldquo;common sense&rdquo; in labor unions harshly rejected the idea that labor unions should have a link with revolutionary movement. Nowadays, majority of labor unions have ceased to be a weapon of workers to fight against capital and have ended up degrading into an instrument of a handful of labor aristocrats to control workers as agents of capitalists.The major strategic task of the 21st century world revolution is to revive worldwide labor unions as fighting organizations of working class through breaking down the existing situation of labor unions. Doro-Chiba stands at the forefront of this struggle of revitalization of labor unions and numerous militant labor unions of Japan and the rest of the world are joining this movement in participating November Workers&rsquo; Rally in Tokyo.As the global economic crisis is aggravating and aggressive war and world war are imminent, a decisive battle is developing now over the hegemony of labor unions and labor movement between revolutionary forces and counter-revolutionary forces. Victory of revolution depends upon this battle. JRCL has perceived the vital importance of this problem around labor unions for proletarian revolution today and formulated it in the Draft Program. We claim it as a historical achievement of our struggle.</p> <h4>Achievement of the Half-Century&rsquo;s Struggle</h4> <p>The 25th NC Meeting and adoption of the Draft Program is an achievement of the struggle of JRCL for a half-century and is a starting point for a great leap forward.The fifty-years&rsquo; struggle of JRCL since its foundation was strenuously devoted to construct a revolutionary workers&rsquo; party in place of Socialist Party and Communist Party with the banner of proletarian world revolution against imperialism and against Stalinism. JRCL kept standing at the forefront of the Japanese class struggle highlighted by Ampo (Japan-US Security Treaty) Struggle in 1960, Ampo/Okinawa Struggle in 1970&rsquo;s, university struggles and Sanrizuka Struggle etc. JRCL fought back political repression by the state power to liquidate revolutionary organizations through determined fight in and outside of the prison and won a definite victory over the white terrorist band Kakumaru in 20 years&rsquo; civil-war-like confrontation.</p><p>Through the considerable efforts of worker members, JRCL succeeded in overcoming mistakes and distortions within the organization and movement, produced in long-years&rsquo; party activities to confront difficulties and adversities. Now we are proud of sharing a common struggle to promote Japanese labor movement together with Doro-Chiba that has been carrying out an unflinching effort for revitalizing class struggle labor movement. Our party construction has entered a new stage with the formulation of the Draft Program coupled with the advance of the new trend of labor movement represented by Doro-Chiba.</p><p>JRCL has decided to put an end to the &ldquo;transition period&rdquo; of party construction and resolutely declare that it takes upon responsibility as a party of revolutionary communists and as a genuine workers&rsquo; party for the victory of proletarian world revolution. We are not afraid that struggle as responsible organizers at the point of production and every other spot will inevitably and mercilessly expose our immaturity and weakness. It gives us, however, a favorable opportunity to confront the reality and to make a great leap forward step by step.</p><p>Workers of Japan and the rest of the world, particularly young workers and students! What they are insisting is that an establishment of a &ldquo;Broad United Front&rdquo; including JRU is a way to rescue the 1047 workers&rdquo;. Intention of MATSUZAKI Akira* is to destroy the struggle of 1047 National Railway workers for the survival of JRU and himself by the help of Totsuka and others. We shall never permit their shameless and dirty attempt. We openly denounce this move as a counter-revolutionary assault on the advance of the class struggle unionism and declare that we are determined to crush them completely.       <![CDATA[<h4>Matsuzaki can never erase his historical crime</h4> <p>&nbsp;Matsuzaki is a mortal enemy of working class, a hundred-percent Fascist. Doro (now JRU), Japan Confederation of Railway Workers Union) -Kakumaru with Matsuzaki at its head spearheaded together with imperialists Nakasonne administration the Division and Privatization of the JNR that triggered the neo-liberal offensive in Japan. This privatization policy is responsible for what is now happening to workers in Japan, large part of them being replaced to irregular employment and to be &ldquo;working poor&rdquo;. Their historical crime can never be erased in spite of their desperate efforts.&nbsp; <br /> &nbsp;The offensive of the Division and Privatization of the JNR has been, however, basically defeated by the struggle of Doro-Chiba that squarely confronted this by strikes together with the unflinching struggle of 1047 dismissed national railway workers to demand their reinstatement. The privatized JR (Japan Railway Companies) system, a major pillar of the neo-liberal offensive of the Japanese imperialism, exposed its most fragile and critical situation full of contradictions and as its inevitable consequence ended up in total bankruptcy. Matsuzaki was abandoned by the JR company and the state power because of the failure of the collaboration system of JR capital and Kakumaru. Moreover, JRU has undergone a split. Added to this the irregularity of Matsuzaki in the union business, a huge amount of union money usurpation, a civil criminal act was publicly revealed. Thus Kakumaru and Matsuzaki are precipitated into a crisis.<br /> &nbsp; As a desperate attempt to escape from the crisis, Matsuzaki set up&nbsp; &ldquo;a Society to hear the experience [of Matsuzaki]&rdquo; organizing Totsuka, Higuchi and others, to wipe off his numerous class crimes and corruptions. Among the participants of the &ldquo;Society&rdquo;, there are, besides outspoken Kakumaru members, such people as YAMAZAKI Koichiro, a deputy spokesperson of the &ldquo;Socialist Association&rdquo; (social-democrats organization, which was very pro-USSR till the collapse of the USSR), not to say Totsuka and Higuchi. <br /> &nbsp;In the &ldquo;Society&rdquo;, Matsuzaki disavowed JRU&rsquo;s relations with Kakumaru and shamelessly lied that he had sort of disassociated himself from Kakumaru already during the process of the Division and Privatization of the JNR and that not he but a political organization (namely Kakumaru) was to blame for all that happened at that time. Everybody knows that is all an outrageous lie.<br /> &nbsp;Totsuka&rsquo;s booklet intends to defend Matsuzaki&rsquo;s total lie, a fascist demagogy, and supports his effort of shameless justification of his criminal deeds. The primary purpose of this article is to free Matsuzaki from the name of class traitor and to rehabilitate him in Japanese labor movement through admitting his betrayal as justifiable behavior. All these attempts are being carried on pretending to be &ldquo;academic &rdquo; work from the &ldquo;neutral position&rdquo; in a wicked intention. <br /> &nbsp;Matsuzaki, &ldquo;theoretically&rdquo; armed with the Totsuka&rsquo;s booklet, fiercely launched a scheme of intervening in, and destroying, the struggle of 1047 dismissed national railway workers&rsquo; sensing that his time has come to rehabilitate himself by the recent shift of the political power, the taking power of the Democratic Party in alliance with RENGO (Japanese Trade Union Confederation), major national trade union center. He has Totsuka&rsquo;s booklet translated into Korean and is distributing its free copies to Korean workers by the help of ICLS (International Center for Labor Solidarity), a JRU-funded organization. Matsuzaki&rsquo;s aim is to deceive Korean workers into thinking that JRU is a &ldquo;militant labor union&rdquo;. It is an unpardonable attack on Doro-Chiba and the November 1 Workers&rsquo; Rally. <br /> Matsuzaki founded ICLS for international activities of JRU with headquarters based in Seoul. Its general manager is YOMONO Osamu, a notorious Kakumaru. The founding of ICLS in 2003 is planned as an attempt of reorganizing international activities of JRU that had been developed since 1990&rsquo;s with abundant money, in fact abused union fees, for the personal profit of Matsuzaki, causing scandals (he was accused for that). As it has been exposed to the public and there is no room for activity in the Japanese labor world, he and JRU thought of setting up ICLS to survive on the international scene under the guise of a &ldquo;labor union&rdquo;.<br /> ICLS has been working as an instrument of concealing dirty essence of JRU as well as Matsuzaki, and of spreading a demagogy that JRU is &ldquo;a labor union under the most severe repression of the state power&rdquo; in Japan &ldquo;as is demonstrated in &lsquo;Urawa affair&rsquo; &rdquo;. What is, however, &ldquo;Urawa affair&rdquo; at all? It is nothing to do with a political repression on militant labor action but an outcome of Fascist rule and intimidation of the JRU over their own union members in an extremely violent form beyond allowance of the management and the state power.&nbsp; <br /> It is urgent not only for the Japanese working class but also for the international labor movement to confront and crush the new counter-revolutionary attempt of Matsuzaki by publishing Totsuka&rsquo;s booklet. As the global economic crisis is going on and a life-and-death battle of labor and capital is developing as a confrontation of revolution and counter-revolution, Matsuzaki=Kakumaru and JRU have finally been involved in this battlefield.<br /> Under the Democratic Party&rsquo;s administration in alliance with Rengo, Japanese labor movement now faces a decisive alternative - class struggle unionism or patriotic collaborationist unionism. In Korea, the uprising of Ssanyong autoworkers has opened up a new stage in the struggle against the neo-liberal attack of Lee Myong Bak administration.<br /> Matsuzaki=JRU and their agent, Totsuka and others are endeavoring to help survive and rehabilitate Matsuzaki through desperately attacking the struggle of 1047 dismissed national railway workers&rsquo; and kDoro-Chiba. This is being carried out in line with the assault of the Lee Myong Bak administration on KCTU (Korean Confederation of Trade Unions) to disband it.<br /> No effort of Matsuzaki will succeed in erasing the brand of &ldquo;class traitor&rdquo; on his back and in hiding the real essence of JRU as Fascist unionism. Don&rsquo;t allow desperate move of Matsuzaki! Those who support him and justify his class-criminal deeds are not exempt from severe criticism. In name of class struggle unionism and international solidarity, let&rsquo;s crush their outrageous attempt into pieces.</p> <h4>&ldquo;Kakumaru intends to survive through destruction of other unions&rdquo;</h4> <p>The major purpose of the Totsuka&rsquo;s booklet is to conceal all criminal deeds of Matsuzaki and Kakumaru in Doro in the course of the Division and Privatization of the JNR and to justify openly what Matsuzaki did was completely right. No one but Totsuka defended and praised the class crime of Matsuzaki to such an extent. We can&rsquo;t read his article without explosive indignation. <br /> &nbsp;Totsuka writes:<br /> &nbsp;&ldquo;One, who wants to examine without any preoccupation what the union leaders of Doro insisted at that time, will recognize their intense efforts to grope for a way forward. In face of an unprecedented rationalization offensive, they [union leaders of Doro] urged the union members to establish a solid base for fighting-back even at the sacrifice of the vested rights, suppressing impetuous young union activists. They advocated the policy of maintaining union organization and to find a way to break the besiegement rejecting the temptation of a tactic of suicidal attack. From these endeavor, they came to dissociate themselves from the dogmatic principles and to organize all wisdom of union members to present a labor plan for rationalization. &hellip; I&rsquo;ve finally reached an understanding that this was a process of &ldquo;the Great Turn&rdquo;<br /> &nbsp;&ldquo;Doro avoided to rush violently for &lsquo;the defense of the vested rights&rsquo; in face of &lsquo;stormy&rsquo; union busting concentrated on the JNR. The choice was made to address the stormy drive of the JNR Reform, by taking one step backwards in a &lsquo;very restrained and disciplined manner&rsquo; with preparation for building up a base for fighting-back.&rdquo;<br /> What a shameless demagogy! What actually happened in the course of the Division and Privatization of the JNR in 1980&rsquo;s was far from the whitewash by Totsuka. The fact was: 200,000 national railway workers out of 400,000 were fired and violently driven out from their workplaces. 200 workers were forced to commit suicide (virtually slaughtered) because of inhuman treatment of the management in enforcing the privatization policy. In fact, however, it was not the JNR managers but Matsuzaki and Kakumaru in Doro who played a major and decisive role in carrying out the management&rsquo;s policy of mass discharge and forced suicides. <br /> We can&rsquo;t remember their vicious and bloody deeds on the spot without violent indignation. National railway workers witnessed that Kakumaru in Doro totally cooperated with management in carrying out mass discharge through &ldquo;change of union line&rdquo; and demanded the management immediate firing of union members of Doro-Chiba as well as Kokuro who were opposed to the privatization.<br /> Survival of Doro through destruction of other unions is what the &ldquo;change of the union line&rdquo; of Doro really meant contrary to the shameless compliment by Totsuka. Doro transferred engineers belonging to it to Tokyo and Osaka from Hokkaido and Kyushuu where local lines were abolished by rationalization. It was done in the name of &ldquo;wide regional transfer of jobs&rdquo; only to expel engineers who were union members of Kokuro from all driving workplaces. Those expelled railway workers were sent to &ldquo;Revitalizing Center of Human Resources&rdquo;, in fact a concentration camp for &ldquo;superfluous personnel.&rdquo; &ldquo;Superfluous workers&rdquo; were intentionally produced as a result of union busting by collaboration of the JNR management and Doro, Matsuzaki. The remaining members of Kokuro were threatened by Doro to quit Kokuro if they didn&rsquo;t want to lose their job. It was practiced by a &ldquo;labor union&rdquo;.<br /> Brother Nakano, ex-president of Doro-Chiba violently denounces this in his testimony: <br /> &ldquo;Matsuzaki declared, &lsquo;as the president of Doro, I have only to defend jobs of our union members. I have nothing to do with the jobs of union members of Kokuro&rsquo;. One should not say such a thing even as an excuse. When you take a position of defending the interest of national railway workers as a whole, you can never defend the particular interest of Doro or Kokuro. This is an essential point&rdquo; (NAKANO Hiroshi &ldquo;Labor Unions revive&rdquo; chapter 9)<br /> &nbsp;Did Matsuzaki really &ldquo;defend&rdquo; the jobs of his own union members? No, on the contrary. Matsuzaki urged even his own union members to accept transfer, relocation or temporary lay-off. Furthermore, he dared to demand immediate retreat. It is an unprecedented union practice that very union officers instead of superintendents &ldquo;counseled&rdquo; their own union members to resign. Senior members were harassed and intimidated by &ldquo;union activists,&rdquo; in reality Kakumaru. They abused them, &ldquo;How long are you going to stay in the job? It&rsquo;s time for you to go&rdquo; etc. When refused, they poured sewage water in their lockers or in their shoes. <br /> &nbsp;As a result workers older than the age of 50 completely vanished from the workplace under the influence of Doro. Under the pretext of &ldquo;defending the job of Doro union members&rdquo;, they did everything for their own survival as dominant power of Doro even through bargaining with the capital and the state power over dirty business for their interest. This is what Matsuzaki really is.<br /> &nbsp;All these facts are publicly known and national railway workers never forget this. Totsuka also knows it very well and still he shamelessly pretends to be innocent. What an outrageous liar! Totsuka keeps therefore complete silence over the actual development of mass discharge promoted by Kakumaru in Doro in workplace. He dare not or can&rsquo;t say even a word on this issue.<br /> &nbsp;Another important point that Totsuka evades is the struggle of Doro-Chiba that, contrary to Doro, fought strikes as an only militant union to confront the privatization offensive at the head of angry national railway workers. Though Totsuka justifies Matsuzaki for &ldquo;rejecting the temptation of a tactic of suicidal attack to preserve the union organization&rdquo;, Doro-Chiba rose up for an all-out struggle against the privatization offensive risking the jobs and in full confidence on class unity of union members. Doro-Chiba thus succeeded in defending the union organization.<br /> &nbsp;It was a struggle based on the labor union principle, &ldquo;An injury to one is an injury to all&rdquo;. In face of collaborated assault of the state power, the management and Kakumaru in Doro, Kokuro, once named &ldquo;the strongest union in Japanese labor movement&rdquo; was driven almost to ruin through losing 4/5 membership (originally 200,000). In contrast, Doro-Chiba has strengthened its unity without any drop-off. Totsuka, however, never refers to this fact. A word on Doro-Chiba will make collapse the fictitious world of Totsuka based on outright demagogy.<br /> &nbsp;Totsuka is making a tragic effort to justify Matsuzaki by citing the definition of the word, &ldquo;betrayal&rdquo; from a voluminous dictionary. According to his interpretation, deeds of Matsuzaki can&rsquo;t be regarded as &ldquo;betrayal&rdquo; because &ldquo;From the view point of keeping the promise with union members and maintaining loyalty to them, Doro leadership has never betrayed their union members&rdquo;. It is the last argument! It clearly exposes that Totsuka is fully aware of what he is doing. In other words, he is consciously committing class crime in defending Matsuzaki.<br /> &nbsp;Totsuka has proved himself to be a poor and phony academician. He praises as &ldquo;distinguished labor leaders&rdquo; such character as SHIOJI Ichiro, alias &ldquo;Emperor Shioji&rdquo;, ex-president of confederation of Japan Automobile workers&rsquo; Unions, a notorious anti-communist company union boss, and also John Sweeny, ex-president of AFL-CIO, a typical union aristocrat. His whole life depended upon the interest of the existing system and made use of labor movement for his money in a world totally different from the real life and actual endeavor of rank and file. <br /> &nbsp;Matsuzaki is digging his own grave in mobilizing Totsuka as propaganda captain for the rehabilitation of JRU. Working class never forgive traitor. They&rsquo;ll find out the true character of betrayers even under disguise. Traitor Matsuzaki will be buried together with Totsuka forever in the midst of overall denunciation by the working class.</p> <h4>Over-all praise of &ldquo;Campaign－Let&rsquo;s work Hard&rdquo; and &ldquo;Strategic Movement for Labor Alternative&rdquo;</h4> <p>&nbsp;Kakumaru-Matsuzaki is desperately trying to conceal or justify his betrayal in the Division and Privatization of the JNR by the help of Totsuka because the most fatal weak point of Doro is to be found here.<br /> The aim of Matsuzaki and Totsuka is to rehabilitate JRU in a deepening crisis. The global economic crisis has been driving class antagonism to its irreconcilable extremity and bringing forth a tremendous upsurge of the struggle of the working class to overthrow capitalist rule all over the world with young workers at its head. The world today is on the eve of a general uprising. This development is violently shaking Matsuzaki. The achievement of overthrowing the JR system together with the Fascist domination of Kakumaru over JRU is before us, when the historical rise of the working class joins the struggle of militant Doro-Chiba and Doro-Mito as well as General Confederation of Motive Power Union, and also the struggle of the JNR Coordination Committee headed by the 1047 dismissed national railway workers&rsquo; for reinstatement.<br /> That is why Matsuzaki and JRU have recently launched a desperate attempt of intervening in the struggle of 1047 dismissed national railway workers&rsquo; to destroy and disorganize it through approaching to the &ldquo;Four Parties and Four organizations&rdquo;, a collaborationist group, to cooperate with them in this scheme. For this purpose, Totsuka and Higuchi suddenly began to advocate a &ldquo;Broad United Front&rdquo; under the instruction of Matsuzaki. The proposition of establishing a &ldquo;Broad United Front&rdquo; insists, &ldquo;In a new political situation with the Democratic Party assisted by Rengo (Japanese Trade Union Confederation) in power, it is high time to build up a &lsquo;Broad United Front&rsquo; including JRU. This is a way to rescue the 1047 workers&rdquo;. An absurd argument! In order to back this argument, Matsuzaki desperately needs a demagogic campaign in a Fascist way to conceal or justify all of his deeds of betrayal of the class cause. Totsuka was called upon by him to write an article totally dedicated to this purpose.<br /> The first effort of Matsuzaki and Totsuka in this article is focused upon to wipe off by all means the brand of &ldquo;Kakumaru&rdquo; from Matsuzaki and JRU. This attempt is doomed to bankruptcy from the very beginning. Matsuzaki and Doro headquarters spearheaded the offensive of Nakasone, Japanese imperialist, in promoting the Division and Privatization of the JNR and paved the way for the dissolution of Sohyo (General Council of Trade Unions of Japan), they only followed the organizationally decided political line of Kakumaru and it is no secret. Kakumaru is a Fascist organization under the guise of &ldquo;left wing&rdquo; and Matsuzaki has consistently materialized its Fascist policy in the actual scene of labor union movement as distinguished incarnation of Kakumaru. Although Kakumaru has undergone a split and a Kakumaru faction influential over JRU has dissociated itself from the center of Kakumaru, it doesn&rsquo;t serve as a proof that JRU had or has nothing to do with Kakumaru. Nobody but Totsuka, a booster of Kakumaru, would believe it. <br /> Their second effort is to justify the total surrender and historical betrayal of Matsuzaki in face of the Division and Privatization of the National Railway and to describe it as &ldquo;an endeavor to bring forth a new unionism&rdquo; as if it were a positive contribution for labor movement. According to Totsuka, Matsuzaki sensed that the period of capitalist crisis meant a winter for labor movement and he came to the recognition that the traditional struggle of labor union to defend the vested rights or raise a slogan of absolute opposition to the rationalization was no more valid. Totsuka tells us that Matsuzaki emphasized upon the necessity of a new movement and in this perception and proposition, Matsuzaki was a forerunner.<br /> We are obliged here to focus the criticism on one of the essential points covered by his falsification and lie. The core of Totsuka&rsquo;s effort is to justify the &ldquo;Movement－Let&rsquo;s work hard&rdquo; which was forced upon members of Doro and now still being imposed upon JRU members.<br /> Matsuzaki not only acted as promoter of mass discharge of 200,000 national railway workers at the time of the privatization offensive. He moreover urged Doro union members to be engaged in the &ldquo;Campaign－Let&rsquo;s Work Hard&rdquo; (to raise business efficiency). He caved in to a violent union busting of Japanese imperialist on national railway workers&rsquo; unions through a propaganda, &ldquo;The huge deficit of the Japan National Railway is due to idling employees&rdquo; and demanded to work in a &ldquo;very restrained and discipline manner&rdquo;. He went so far as to force violently railway workers to accept extraordinary long-hour labor and exceptionally intense labor with insufficient pay, saying, &ldquo;You have to be ready to sacrifice yourselves&rdquo;.<br /> Totsuka describes &ldquo;Campaign－Let&rsquo;s Work Hard&rdquo; as a &ldquo;Strategic Movement for Labor Alternative&rdquo; and insists that it is an only way for labor movement to survive in the age of global economic crisis and mass dismissal. This is exactly the same idea as the Patriotic Industrial Association maintained in the wartime Japan (1940-1945). Workers are requested to offer themselves voluntarily for the rescue of imperialism (capitalism) and to work for the corporations and the state without voicing complaint. It will end up in mobilization into imperialist war and war of aggression that would mercilessly demand workers&rsquo; life.<br /> &nbsp;Their underlying ideology is a traditional thinking that &ldquo;No company, no workers&rdquo;. This is a slavery thought that believes in the eternal life of capitalism and that regards workers as powerless and unable to win. This is a rotten and corrupt thought to the bottom of the heart.<br /> &nbsp;The position of Matsuzaki and Totsuka coincides with the current union line of Jichro (All-Japan Prefectural and Municipal Workers&rsquo; Unions) National Executives that advocates &ldquo;positive response to privatization&rdquo;. Through backing Jichro&rsquo;s policy, Totsuka intends to pave a way for rehabilitation of Matsuzaki and JRU in the labor world. Kakumaru group in Jichro is joining in this move. <br /> &nbsp;The &ldquo;new labor unionism&rdquo; is already bankrupt and is precipitated in corruption. Look at what is actually happening to the JR (Japan Railway) system and what was exposed by the Amagasaki deadly railway accident! JR company is not at all concerned about the collapsing railway safety. Its only concern is how to increase profit at the sacrifice of everything. The company put all responsibilities on workers and shamelessly attempted to conceal the real cause of the accident. The workplace of engineers are devastated by the fierce practice of &ldquo;in-house daily drilling&rdquo; of engineers. Who is responsible for this all? It is not only the JR capital but also the corrupt and degenerated labor unions with JRU and Matsuzaki at the head that is to blame. <br /> &nbsp;A great rising of the working class has started for a fundamental change of the society triggered by the collapse of the post-war domination of the Liberal Democratic Party. At its forefront stand Doro-Chiba and a new stream of class struggle unionism represented by the advocates of the November Workers&rsquo; Rally. Only those who fight the struggle of absolute opposition to capital offensive based firmly on class unity can win the victory in the struggle to defend the right and life of workers, put an end to capitalism and create a new society. The time has come.<br /> &nbsp;This revolutionary development has driven Matsuzaki into a new counter-revolutionary attempt of destroying the struggle of 1047 dismissed national railway workers. It is a result of the advance of the class struggle unionism and 1047 workers&rsquo; struggle.<br /> &nbsp;Let&rsquo;s go ahead for a complete defeat of Kakumaru in JRU crushing all desperate attempts of Matsuzaki. It&rsquo;s time Doro-Chiba emerge as a powerful mainstream of Japanese labor movement. Organize for the success of the November 1 Workers&rsquo; Rally and rise up for the struggle to turn the global economic crisis into revolution.<br /> &nbsp;</p>]]>

	[I] Our purpose</h4>
<p>
	(1) The emancipation of the working class must be conquered by the workers themselves. It is achieved by an overall overthrowing of capitalist society. The emancipation of the working class from class rule means at the same time emancipation of people from all kinds of oppression and discrimination under class society, that is, a universal emancipation of human beings.</p>
<p>
	Working class can not live without being a wage slave of capital in capitalist society in which it is deprived of all means of production and of living though it runs the production and in fact a master of the society. In capitalist society, labor, the most fundamental activity of human being, is reduced to means of self-increase of capital and workers are treated not as human being but as a labor power commodity. Proletarian revolution is a historical deed of reorganizing the whole structure of society by united workers who, overthrowing capitalist class, crushing bourgeois state power, establishing proletarian dictatorship and taking back all social means of production from the bourgeoisie who possesses it as private property. It abolishes the relationship of wage labor and capital and at the same time puts an end to oppression and exploitation of one class by the other class, overcome social division into classes and regain genuine community to the human being.</p>
<p>
	The only purpose of the Revolutionary Communist League is to fight an overall struggle for the complete victory of self-emancipation of working class. Achievement of complete defeat of capitalism=imperialism, accomplishment of proletarian world revolution, abolition of class society and construction of a genuine human community, that is, communist society.</p>

      <![CDATA[<p>(2) Revolution today is proletarian world revolution against imperialism and Stalinism.</p> <p>As defined by Lenin, imperialism is the highest stage of capitalist development, in which inherent contradiction of capitalism is violently aggravated and outbreak of imperialist war and great economic crisis become inevitable. The age of imperialism is an age of proletarian socialist revolution.</p> <p>The Russian Revolution in 1917 opened up a way for proletarian world revolution through overthrowing imperialism and thrust the whole world into a world-historical transition period from imperialism to socialism. However, Stalinism emerged with the false principle of socialism in one country that is a total destruction and distortion of Marxism and Leninism and brought about a total deformation of the achievement of the Russian Revolution. Through betraying and suppressing the struggle of the international working class for world revolution, Stalinism became a supporting pillar of world imperialist rule and ended up as a gigantic counter-revolutionary force to help survive imperialism. In spite of the historical bankruptcy and collapse of the USSR and East-European Stalinist regimes, Stalinism has not been completely overthrown. China, now one of the economic big powers through acrobatic policy of introducing capitalism, remains in its essence anti-proletarian vestige of Stalinism. Ideologically, Stalinist distortion of socialism and communism has still been playing a harmful role in the class struggle of the world. Especially, Stalinist negation and decomposition of Marxist thought in its core, that is, the thought of self-emancipation of working class, remains the most serious issue today. For accomplishing proletarian revolution, we need to carry out the second revolution of overthrowing Stalinism together with overthrowing imperialism. It is an inevitable task for us to take back genuine Marxism in the hand of working class.</p> <p>(3) To achieve this goal, the proletariat needs to organize itself into an independent political party (revolutionary workers&rsquo; party). Proletarian revolution is not achieved spontaneously through class antagonism but is carried out by conscious efforts of the proletariat who is aware of its own historical task and is determined to overthrow bourgeois rule and to establish workers&rsquo; political power.</p> <p>We fight for an overall overthrowing of capitalist rule of the whole world as a member of an international troop of working class. Our immediate task is to do away with our own bourgeoisie in unity and solidarity with fighting workers of imperialist countries as well as the rest of the world.</p> <h3>[II] Revolutionary situation is ripe</h3> <p>(4) Historical conditions are already ripe for the achievement of proletarian world revolution. The time has come working class finally stage general uprising to overthrow once and for all capitalism=imperialism in its death agony and ultimate catastrophe.</p><p>The whole historical development from the Russian Revolution in 1917, the Great Depression in 1929 and World War II till today is characterized by desperate efforts of imperialists for survival through suppressing successive revolutionary uprising of working class by the help of Stalinist betrayal. It ended, however, in aggravating crisis and corruption of capitalism, imperialism, to the extremity.&nbsp;&nbsp;&nbsp;</p> <p>State Monopoly Capitalism emerging after World War II was a system for maintaining capitalists rule through absorbing anger of working class by reformist measures. But the economic crisis of 1974-1975 exposed underlying contradictions of its system and put an end to it. The neo-liberal policy launched in 1980&rsquo;s was presented as a last resort of moribund imperialism. As a result the whole society was subjugated to a ruthless law of jungle and speculative bubble economy flourished upon limitless exploitation of working class. Privatization offensive dismantled public education and medical system, causing devastation and decline of the society as a whole. A huge amount of riches have been concentrated into the hands of a small number of imperialist bourgeois at the sacrifice of working people.</p> <p>The current global economic crisis is an inevitable consequence of the total failure of the neo-liberal policy and a manifestation of inherent contradiction of imperialism accumulated for the past century. It is evident there is no way of survival for capitalism=imperialism any longer. To prevent a desperate plunge into a large-scale unemployment and war, including nuclear war and to save not only working class but also the whole humanity from marching toward a catastrophe, there is no alternative than to turn world economic crisis into proletarian revolution. It is time to respond to the cries of workers and farmers, &ldquo;We must live&rdquo; and carry out revolution.</p> <p>(5) Everything depends upon whether working class rises up in unity as a single class overcoming division brought about by capital among workers. In developing and forging class unity, a genuine community of human race will be revived after a long history of its deprivation. Working class alone has such a power and ability to achieve this human cause. Real power to change the society lies here.</p> <p>The development of capitalism, imperialism, has brought forth a tremendous productive forces as a result of pursuing more profit and at the same time produced worldwide proletariat who is grave-diggers of capitalism. When workers of the world unite and rise up for revolution, it is possible to overthrow capitalist society and to launch immediately construction of communist society. Its conditions are ripe.&nbsp;</p> <h3>[III] The core problems of revolution</h3> <p>(6) Working class needs to take political power from bourgeoisie and to become ruling class for the achievment of proletarian revolution. Proletarian revolution is by nature violent revolution. Working class establishes a new state, that is, proletarian distatorship, through overthrowing the state power of burgeois dictatorship.</p> <p>Proletarian distatorship is necessary not only for defeating all resistance from the part of burgeoisie completely. It is necessary for acquiring ability to sweep away all the remnant of the old society, abolish class society and establish communist society.</p> <p>The first task of proletarian distatorship is to violently dismantle huge military and bureaucratic state machinery of bourgeoisie and replace it with a totally different organization based on the armed masses (a Commune-type state, a state preparing its own disparition). Under proletarian dictatorship, working class develops itself into direct organizer of the state power of proletarian dictatorship and forge its ability to reorganize production and to solve all the social problems through united effort. Proletarian distatorship makes efforts to gain and organize farmers and all other working people to the side of workers&rsquo; state, abolish antagonism among nations, to overcome division of towns and countries and to create a society in which there is no discrimination or suppression.</p> <p>This is a way to achieve a communist society based on the hstorical experiences of the Paris Commune in 1871, Russian Revolutions in 1905 and 1917, materialized in Soviet (Council of Workers, Farmers and Soldiers ).&nbsp;</p> <p>(7) For the victory of the revolution, construction of a party of working class is decisive. Stalinists deformed Marxism and also distorted workers&rsquo; party into a special group standing outside, or even above the actual working class. As the <em>Manifesto of the Communist Party</em> states, the party of proletariat has no interests separate and apart from those of the proletariat as a whole. It does not set up any sectarian principles of its own, by which to shape and mould the proletarian movement. Working class create a party through its own struggle by its own ability. The party is a political body of communists whose aim is to establish working class power and to achieve communism. The party is, therefore, a part of working class and the highest form of its unity representing its class-consciousness in a sharpest way. It is the most trained and tested vanguard of working class.</p> <p>Construction of workers&rsquo; party is only possible through a struggle that is carried out on the principle of establishing class unity to fight unconciliatoryantagonism against capital. In the present situation, it is carried out in unity with the endeavor of revitalizing militant labor union.</p> <p>Working class emerges as a political force by creating a party. The party stands at the forefront of the class struggle, represents the interest of not a part of but the entire working class and expresses not only the present but also the future of the movement, pointing out the conditions of social revolution and historical task of proletariat before the eyes of the whole working class. With the party as an important pillar, working class fights and defeats all repressions of capitalist class and the state power, promotes class unity based on labor union and makes all preparations necessary for the victory of armed uprising to take power in a conscious and planned way.</p> <p>The party is by nature constructed as illegal and clandestine party and as a Marxist party and a single working-class party of the world.</p> <p>(8) Labor union occupies a vital position and plays an important role in formation of the working class into a revolutionary class. The core of the struggle of reviving Marxism consists in rehabilitating the revolutionary role of labor union.</p> <p>Labor union is a weapon of workers to fight in unity against capital and the most fundamental form of unity of the working class. First International stated in its resolution, <em>Trades' unions. Their past, present and future</em>, that &ldquo;If the trade unions are required for the guerilla fights between capital and labor, they are still more important as organized agencies for superseding the very system of wages labor and capital rule&rdquo;. In other words, labor union is &ldquo;a school of socialism&rdquo; (Marx), in which each worker is brought into class unity and trained to be a major character of revolution through daily fight against capital in the point of production helped by the struggle of a party. Through forging unity, the working class acquires a power to take over the control of workplace from the capitalist class and to run the social production on its own. Establishment and expansion of the control of the point of production, workplace to the whole society offers a decisive prerequisite for overthrowing the bourgeois state power and victory of proletarian revolution.</p> <p>Labor union has a strategic significance as one of the major pillars of proletarian dictatorship together with the party and the soviet and serves as &ldquo;a school of communism&rdquo; (Lenin) in paving a way for abolition of class antagonism and for construction of communist society.</p> <p>Under the rule of imperialism and Stalinism, however, revolutionary role of labor union has long been denied and labor union has been transformed into an instrument of controlling workers by capital under the domination of corporate-fed labor aristocrats and established reformist leadership. It is urgently needed to break up this situation by the rising of rank and file and revive labor unions into their original form.&nbsp;</p> <h3>[IV] The Task of 21st Century Revolution</h3> <p>(9) Confrontation with the current global economic crisis and war is the urgent task of the working class of the whole world. The major battlefield is a frontal crash of a revolutionary force and a counter-revolutionary force over the hegemony of labor unions and labor movement.</p> <p>Violent development of world economic crisis inevitably leads to imperialist war. We must be aware, however, that imperialist war is only possible when class unity of workers is devastated and labor unions are transformed into an instrument of mobilization of workers into capitalist war. The historical lessons of World War I and World War II teach us this. A decisive polarization and antagonism is developing within labor unions and labor movement over the grave issue: whether to fight uncompromisingly against imperialist offensive of privatization, war and union busting or to cave in to the enemy attack. At the same time, this development leads to a violent confrontation with all kind of counter-revolutionary forces as well as Fascist movement who are urged to emerge in the battlefield of class struggle in fear of imminent proletarian world revolution. When the working class succeeds in carrying through a determined and unflinching struggle in this decisive historical moment, militant labor union and class struggle unionism will be revitalized and the direct way for the taking power by the working class will certainly be paved.</p> <p>(10) This struggle comprises a great historical task to take back class unity and international solidarity that have long been trampled by imperialists and Stalinists through bringing in a division among working class into oppressing nations and oppressed nations. Proletarian class unity beyond nations, nationalities and borders enables working people to prevent imperialist war of aggression and world war and to proceed for proletarian world revolution.</p> <p>(11) For farmers and other layers of working people, it has become now urgent desire and need to overthrow capitalism, imperialism. Proletarian revolution makes it one of its major tasks to offer an ultimate solution to agricultural and farmer problem. At the same time revolutionary uprising of farmers occupies a decisive position for the victory of proletariat. We recognize the enormous significance of worker-farmer alliance in our struggle.</p> <p>(12) Japanese imperialism is the weakest link in international imperialism. The foundation of Japanese imperialism, a major economic power, is in essence, it&rsquo;s a fragile structure dependent on US world domination. Fatal elements for Japanese imperialism are firstly the critical structure of the control of workers within the framework of the postwar constitution and secondly the crucial relation with the United States, materialized in Japan-US Security Alliance (&ldquo;Ampo&rdquo;) and presented as &ldquo;Ampo, Okinawa issue&rdquo;. The current global economic crisis aggravates the critical and crucial problems of Japanese imperialism and inevitably brings them to explosion. We urgently need to perceive the tremendous turmoil created by this crisis of Japanese imperialism and turn it into an excellent opportunity for the victory of Japanese revolution.</p> <p>Japanese imperialism is precipitated into a deep crisis. It has become, therefore, urgent for Japanese ruling class to establish a system of national mobilization into imperialist war of aggression, to strengthen offensives in serious issues: Ampo and Okinawa problems, revision of the Constitution, privatization, introduction of the <em>Doshusei</em> (Wider Area Local Government System) and union busting. Japanese imperialism is, however, a bankrupt state with grave fiscal failure and its political ruling system is collapsing. We face now the greatest revolutionary situation since the defeat of the postwar revolution. A decisive battle is before us, demanding a vital choice: whether to suffer terrible agony of war, unemployment, exploitation, usurpation, disease, massacre, an so on, or to carry out proletarian revolution to overthrow Japanese imperialism, taking over imperialist state power and pave a way for socialism. What decides the life and death struggle, or war or revolution, is conquest of hegemony by working class over labor union and labor movement.</p> <p>The last resort of imperialist counter-revolutionary forces is the Emperor System (<em>Ten-no</em> System) as the political rule of capitalist, or class rule, faces catastrophic disintegration. Working class is determined to sweep away all forms of the Emperor System once and for all as one of the essential tasks of proletarian revolution.</p> <p>(13) The victory of Japanese revolution is achieved through solidarity with the Korean proletariat who are struggling for revolutionary unification of Korean Peninsular by breaking down the division into North and South and solidarity with the Chinese proletariat who aims at overthrowing Chinese Stalinism. Combined with the historical upsurge of the US working class fighting at the heart of world imperialism, this victory will prepare a way for the victory of proletarian world revolution, turning the current global economic crisis into an excellent opportunity for us.</p> <p>(14) Our fundamental spirit is expressed by Marx and Engels at the end of the <em>Manifesto of the Communist Party</em>:</p> <p>The Communists disdain to conceal their views and aims. They openly declare that their ends can be attained only by the forcible overthrow of all existing social conditions. Let the ruling classes tremble at a Communistic revolution. The same university administration that had asked the police to assault on protesting students three years ago, now delivered students to police for damaging university&rsquo;s notice boards.</p> <p>&nbsp;I call on you, all those students who want to live a genuine human life, to raise your angry voice against this brutal act of Hosei University administration. What was written on the notice board of the University administration that was allegedly damaged by protesting students? The university notice boards announced the prohibition of entrance into the campus of those students who were expelled from the university for their activity to demand freedom of speech on campus and also who could not afford to pay expensive university fees. Their names were published on the notice boards and exposed to general public.</p>]]>
      <![CDATA[<p>&nbsp; This is a consequence of the policy of Hosei University administration that has deprived students of all the freedom of expression and the opportunity of education for years. It was published in the closing account in March that Hosei University lost 2,800 million Yen ($28 million) through money game. Could we allow it? <br /> &nbsp; On April 24, 1500 students raised their voices to protest against the absurd situation of Hosei University. The university administration, in its desperate attempt to deny the reality, asked the police to arrest the organizers of April 24 rally, insisting that the students were manipulated by the protesting students. If the university administration resorts to such outrageous measures, we only have to break down this unbearable situation of Hosei University by our indignation.<br /> We are now witnessing a violent drive for war. Aggressive war on North Korea is imminent. The US is facing serious crisis of capitalist system as is exposed by the global financial crisis. Not to mention, political rule of Liberal Democratic Party in Japan is almost collapsing. We must establish an accurate perception of the present situation that is in the midst of declining ruling system and precipitating toward inevitable war.<br /> In the &ldquo;Korean Crisis&rdquo; in 1994, US government urged Japan to offer effective support to the US war, indicating 1000 points that included transportation of military goods, utilization of Japanese transport facilities, such as airports and harbors, by US forces, and medical cooperation in hospitals, etc. At that time, Japanese ruling class was not ready to accept US demand because of insufficient mobilization of labor unions to government&rsquo;s side. Now the Japanese ruling class is rushing for an attempt of disorganizing labor unions to meet the demand of war mobilization. The bankruptcy of GM is explained as a result of unfavorable role of the labor union and is used as pretext of further union busting.<br /> What should universities and students do in face of the present grave situation? The essential task of education should be, in my conviction, to open up a brilliant future and the history could be created through destroying traditional value and mindset. It is impermissible, therefore, that students suffer severe repression for their activity to demand freedom on campus and they be forced to engage themselves in military research and be mobilized into war. <br /> Hosei University struggle is for getting back and strengthening unity of students for the creation of a new university and a new society. The issue of war and the issue of destruction of comradely relation with other students are one and the same. For us students who live together on campus, friends and colleagues are extremely precious. When we rise up for the struggle in unity, we can no doubt change the present situation. Let&rsquo;s raise our angry voices!<br /> </p>]]>

The next day, June 15, Hosei University, a &ldquo;prison university&rdquo;, was surrounded by 1200 students and also workers who, in spite of workday, took day off to join the struggle. He denounced the university administration and the state power that arrested 110 students and indicted 30 out of them in three years and insisted that the whole Japanese society and the world should know this outrageous and unjust repression. He warned that the rotten and ferocious character of the neo-liberal policy was exposed by the current repression on student movement by the pre-war imperial law (the Law Concerning the Punishment of Physical Violence and Others of 1926) and praised the arrested students who are fighting in detention keeping complete silence during the brutal police interrogation. He closed his speech by calling for solidarity with courageous students and declaring to continue fighting to liberate Hosei University. Demonstration headed for the university. <br />&nbsp;What the demonstrators witnessed, when they reached the main gate of the campus, was a besieged university. The campus was totally locked out by the university administration to separate Hosei students from the demonstrators. All gates were closed excepting a narrow and small back door entrance to shut out students from entering the main campus square. Window shades were pulled down in every window to prevent the view. It was lunchtime and there was no student to be seen on campus. Only university staffs and guards were walking round there. On the street in front of the university, a squad of riot police was posted in a great number. In spite of these repressive measures, some students were watching the protesters from the rooftop and sending V-sign message to them. The university under siege indicates how the university administration fears the outburst of t he anger of 30,000 Hosei students who could join the struggle.<br />A protest rally was held just in front of the university main gate with mounting anger to denounce the university administration. &ldquo;This is a prison university whose name is Hosei! What&rsquo;s this barricade for&rdquo; &ldquo;In the past three years they have deprived us of everything except one thing. That is our unity.&rdquo; The angry voices of speakers echoed through the campus. <br />The second wave of demonstration to surround the university marched on the street chanting, &ldquo;Liberate Hosei University!&rdquo; &ldquo;Fight in unity to win!&rdquo;</p>]]>

The broad and leafy avenue of Yoyogi Park in Shibuya was filled with 2100 workers and students. On the call of Doro-Chiba, the sponsor of the rally, they gathered from across the country, representing militant labor unions, Sanrizuka-Shibayama United Opposition League against Narita Airport Construction, fighting lawyers and students of Hosei and other universities. <br /> &nbsp;After the keynote speech of president TANAKA of Doro-Chiba (See below), workers of various industrial branches (national railway, education, public sector, postal service, medical etc.) denounced the outrageous repression on Hosei students and stated that what is happening in Hosei is just like the current situation of their workplaces. They declared to confront the class-collaborationist labor union leadership, get back labor union to the hands of rank and file workers and go forward for a revolution to achieve a fundamental change of this society.<br /> &nbsp;Sister HORAGUCHI Tomoko of the Federation of Cultural Club of Hosei University, recently released from unjust detention, appeared on the stage in the midst of enthusiastic applause and declare a victory of students&rsquo; struggle in unity against the &ldquo;Violence Punishment Law&rdquo; (Law Concerning the Punishment of Physical Violence and others) in the first round and confirmed her will to continue fighting on campus together with her comrades in detention who are keeping complete silence in face of violent police interrogation. She expressed her conviction that justice was on our side and we shall win.<br /> &nbsp;&ldquo;2009 Joint International Anti-War Statement to the Working People of the World&rdquo; was read out. Capitalist system is on the brink of ruin. All workers of the world are now unable to live a human life. We need a fundamental change of this society. Everything depends upon workers who have the power to achieve this task. Now we have to win.<br /> &nbsp;We demand reinstatement of dismissed 1047 national railway workers. While the Division and Privatization Offensive drove 200,000 national railway workers out of job, KOKURO (National Railway Workers&rsquo; Union) has been reduced in only six years to a union with 40,000 memberships from 240,000. In the past 20 years 10,000,000 workers have been thrown into irregular employment. The present situation of labor world is the total result of the Division and Privatization of National Railways. Therefore we must win the struggle of 1047 national railway workers. <br /> &nbsp;A defeatist group of &ldquo;Four Parties and Four Organizations&rdquo;, however, seeks a way of concession through backstage negotiation with the governing Liberal Democratic Party. Have we been fighting for 22 years in order to end this struggle with back door deal?<br /> &nbsp;The attempt of introducing Doshusei (Wider-Area Local Government System) aims at intimidating and destroying labor unions through discharging all public sector workers followed by selective re-employment like the case in National Railways. This is the road to war. Look at what is happening in the privatized post service. Its catastrophic situation shows us an outlook of a victory of workers there. When dismissed 1047 national railway workers exhibit their experienced fighting power and call upon all the colleagues all over Japan for unity, a unified struggle of 50,000 or rather 100,000 workers is surely possible. We live now in such a time.<br /> Another important agenda is the Workers&rsquo; Dispatch Law. While drastic slash of dispatched workers is discussed so heatedly, the Liberal Democratic government has no serious intention of addressing to this problem. On the contrary, they are planning further dismissal of workers. The crucial problem here is also the rotten attitude of two major national labor centers, Rengo (Japanese Trade Union Confederation) and Zenroren (National Trade Union Confederation of Japan). Japan Electrical, Electronic &amp; Information Union, one of Rengo unions, recently declared their opposition to the prohibition of workers&rsquo; dispatch in manufacturing industries because &ldquo;international competitiveness would be lost&rdquo;. We must now carry out a fundamental transformation of labor movement into a militant labor union to fight against capital. <br /> &nbsp;The next issue is war. The Great Depression of 1929 finally ended in plunge into World War II. This is capitalism. Labor unions can either stop war or cooperate in waging war. In other words, labor unions have power to run a society.<br /> &nbsp;We are calling on workers for a solidarity struggle tomorrow with the students of Hosei University. What is now happening in Hosei University has a historical importance. We are faced with a historical choice. Two years after the Kyoto Student Federation Affair in 1925 (a crackdown on Kyoto University students), an all-out raid crushed Japan Communist Party and Japan rushed into war.<br /> &nbsp;Everywhere in the world violent confrontations are taking place between the ruling class and workers, students and citizens. It is the underlying tendency of today. We have to choose which way to go. If we are defeated, it will be war. To confront this situation squarely, it is urgent for us to expand unity and to rise up for struggle in firm confidence in the power of working class. The conclusion of my keynote speech is to organize, organize and organize in order to revive labor union.</p>]]>

	In 1873, at the time when the Paris Commune only 2 years before was still exerting enormous impact on the whole world and Karl Marx and Friedrich Engels were alive, Johann Most (born in February, 1846), a revolutionary young worker of Social Democratic Party of Germany wrote an introductory textbook to Marx&#39;s <em>Capital</em> to be read by workers. When Most worked on this book, he was 27 years old and was a political prisoner. He made a bold attempt to abridge the Vol.1 of <em>Capital</em> (25 chapters in total) into a booklet of a hundred and several tens of pages with 12 chapters. This was published in 1874 with a title: <em>Capital and Labor -A popular Digest of Capital of Karl Marx. </em><br />
	<br />
	One year later Karl Marx himself set to elaborate this booklet with revision of, and addition to, Most&#39;s writings. This second edition, published in 1876, contains excerpts from <em>Capita</em>l and own writings of Marx, occupying 22% and 20% of the whole pages respectively. This illustrates a unique character of the second edition as an unparalleled introductory textbook to Marx&#39;s <em>Capital</em>. There are indeed numerous textbooks of <em>Capital</em> around the world but none of them was worked over by Marx himself.<br />
	<br />
	World revolutionary situation is ripening as current Global Economic Crisis deepens day by day.       <![CDATA[<p><strong><big>Down with Obama administration, enemy of working class<br />
Our answer to the economic crisis is revolution, not rescue of capitalism</big></strong></p>

<p> 1) Class struggle of US and world over has entered a decisive stage by the start of the Obama administration. In his inaugural address, Barak Obama stressed above all on the vital and crucial task of rescuing capitalism, or US imperialism, out of ruin. The core of Obama's speech was that he demanded workers take responsibility and accept sacrifices for the rescue of capitalism. He proclaimed a total confrontation with proletarian revolution, recalling the US experience to "face down communism".</p>]]>
      <![CDATA[<p>
	2) He thus declared war on working class of US and the world over as well as oppressed nations and people. This declaration is an expression of desperate attempts of US imperialism in death agony, threatened by rapid ripening of worldwide revolutionary situation under aggravating world economic crisis. All bourgeoisie of the world with Japanese imperialists at its forefront are joining in a reactionary chorus in support of the Obama administration, praising him as he deceitfully argues that the United States can get over the current economic crisis, gathering all the nation&#39;s power in rescue of big corporations through labor-capital cooperation. <br />
	<br />
	3) Let&#39;s fight back in mounting anger against the Obama administration by an all-out offensive of working class. The life of capitalism has already finished. There is no remedy for the current worldwide economic crisis. Capitalism is now plunging headfirst into a terrible catastrophe, total social collapse and war. Only way for working people to live is to turn the crisis into a proletarian world revolution. Kick out counter-revolutionary Obama administration! Let&#39;s open up a vista for a victorious world revolution through defeating desperate attempts of capitalism, or imperialism in death agony by the united power of international working class.</p>
<p>
	<strong>Obama administration, the last resort of US imperialism in fear of intensifying class antagonism</strong><br />
	4) The inauguration ceremony of Barak Obama was dramatically produced to establish a national unity. Obama called upon all the people of US to be united for the interest of the state, that is, USA, at their cost and sacrifice, shouting that the USA confronted a major national crisis. In a word, he requested that working class abandons its class interest to be incorporated in a national state to defend a single interest of financial monopoly capitalists as a common duty that &quot;we do not grudgingly accept but seize gladly&quot;.</p>
<p>
	5) This is what is really meant by the key words in his address: &quot;a new era of responsibility&quot; &quot;the spirit of service&quot; &quot;selflessness of workers&quot;. It reveals, however, the US society is being violently disrupted by uncompromising antagonism. The overall explosion of the worldwide financial crisis has exposed underlying contradictions of capitalist society based on wage slavery system. Labor and capital are now diametrically confronting each other in a life-and-death battle. Under growing thereat of proletarian revolution, US imperialists headed by Obama are screaming out patriotism and national appeasement between labor and capital to avert this extreme danger.</p>
<p>
	6) Let&#39;s look at what is actually happening in the name of &quot;one USA&quot;. While a huge sum of state fund (squeezed from working people) has been poured into big banks and corporations, such as City group and Big Three, workers are under brutal attack of discharge and restructuring. A report of CNN named January 26 as a &#39;bloody Monday&#39;, when 75,000 jobs were destroyed in a single day.</p>
<p>
	7) The number of unemployment in the US has already surpassed 11million and is still growing. Low wage even below starvation level is being forced; houses are taken away, and dismantling of Social Security, health care and pension, are ruthlessly going on.<br />
	The reality is that a class war has been declared. The Obama administration is called up as a last resort to meet a pressing demand of US ruling class in crisis to win the class war between capitalist class and working class, developing more and more into a fierce battle between revolution and counter-revolution like in 1930&#39;s. Barak Obama is in its true nature an incarnation of counter-revolution in the USA today.</p>
<p>
	<strong>Block Obama&#39;s support of Israeli massacre in Gaza and his war policy to expand aggression</strong><br />
	8) The Obama administration is intensifying not only class war at home but also aggressive war abroad. In his first official foreign policy speech on January 22, Obama made no mention of the Gaza massacre at all. Instead he stated, &quot;I&#39;ll make it clear that US is determined to defend the right of self-defense of Israel&quot;. He thus openly expressed his support of Israeli raids on Gaza. It is quite outrageous. He is further intending to disarm Hamas and to continue blocking Gaza strip &#39;as indispensable condition for peace in Middle East&#39;. Together with Israeli government he is even planning a fresh attack on Palestine.<br />
	<br />
	9) The Obama administration has decided to dispatch additional 30,000 troops to Afghanistan to double the number of US troops there, while postponing his pledge in election to withdraw troops from Iraq for 16 month ahead. Robert Gates, defense secretary of the ex-Bush administration, remains in his office under Barak Obama and is assigned to execute rollback policy in Iraq and Afghanistan. &#39;Smart power&#39; of Obama in place of &#39;hard power&#39; of Bush is nothing but a more outrageous, wicked and cruel continuation and escalation of aggressive war policy in a hazardous way to be developed all over Middle East as well as West and Central Asia and eventually to the whole area of Asia.<br />
	<br />
	<strong>Inevitable Bankruptcy of the Obama administration and approaching revolutionary situation</strong><br />
	10) The Obama administration and his aggressive policy are destined from the outset to go bankrupt. His only weapon is boasting in a demagogic and deceitful way to give illusion among people. He has a foot in both camps: in a camp of imperialist bourgeoisie; and in another camp of system-friendly corrupt labor leadership of AFL-CIO and other labor currents as well as liberal forces. His real intention is to carry out class interest of US capitalists to the utmost under the guise of Bonapartist who pretends to stand aloof from the two camps.</p>
<p>
	11) However, as the worldwide economic crisis aggravates day by day and world revolutionary situation rapidly ripens, Obama will be driven into a corner where there is no room for playing acrobat any further. Miserable failure of the Obama administration will decisively accelerate explosion of proletarian revolution in the US.<br />
	Imitating the New Deal policy of Roosevelt in 1930&#39;s, Obama names his policy &#39;Green New Deal&#39; and put it as a magic wand to save US economy from crisis. &quot;Public investment of 820 billion dollar in two years&quot; and &quot;creation of 3 or 4 million jobs&quot; - this is his crisis policy. We know, however, very well that the recovery of US economy from the Great Depression in 1929 was not attained by carrying out the New Deal. The turmoil in 1930&#39;s ended up after all in the outbreak of World War II and US participation in it. In contrast to the US economy of those days, huge fiscal deficit is now weighting heavily and USA is actually a bankrupt state. Headlong rush of the Obama administration will trigger crash of Dollar and finally effectuate total collapse of US imperialism. <br />
	<br />
	12) Militant US working class is rising up for struggle in a full-scale confrontation with the Obama administration. On the forefront are the workers of the West coast who shut down all the harbors there on the May Day last year. On January 10, in defiance of the brake put on by the corrupt labor leaders, the power of rank and file workers was manifested in demonstrations in San Francisco and other important cities in the US to protest against Israeli raids on Gaza.<br />
	Let&#39;s launch a fresh offensive of Japanese working class for the victory of world revolution in solidarity with the international upsurge. <br />
	Let&#39;s organize a powerful simultaneous world wide demonstration on March 20 with the following slogans: Down with the Obama administration; fight for general strike, demanding, &quot;We must live&quot; and rise up for international anti-war struggle!</p>

The signboard said, "We are all comrades, Palestinian workers assassinated in Gaza, Japanese students whose promise of employment cancelled and temporary workers abruptly dismissed" "US military domination over the Middle East and violent corporate restructuring have a common root in the current worldwide financial crisis. Capitalism is at a deadlock" "Let's look at how workers are strengthening their unity to overcome capitalism everywhere in the world" "Even Arab and Jewish people can unite together. Unity is our keyword. Let's develop international solidarity of workers and students all over the world. Today is the day of action to join in worldwide struggle against war and aggression "</p>

<p>In front of this signboard, a protest rally was held, drawing intense attention of students. A parade marched through the corridors of the classrooms, shouting slogans also in English. "Stop war now!" "No blood for oil!" "Never repeat HIROSHIMA in Gaza!" "Workers and students of the world, UNITE!" </p>

<p>The cry of the demonstrators echoed over the whole campus. It was a big success. Next time, it will be prepared and organized far better.All the participants were satisfied with a recognition that the action of January 15 marked a new step forward of the student movement of Hiroshima University for international solidarity. It was very important to have achieved unity with foreign students whose anger against Israeli raid is vehemently mounting. We can unite. United, we can change the society. Let's organize more boldly. General strike of student shall succeed.</p>]]>

	On January 11 in gathering dusk, 100 workers and students rallied in front of the A-Bomb Dome in Hiroshima to denounce Israeli invasion on Gaza. They raised their angry voices, shouting, &quot;Stop Israeli invasion in Gaza&quot; &quot;Stop war of aggression by the united power of workers&quot; &quot;Prevent another Hiroshima in Gaza&quot; &quot;Stop the war by general strike&quot; &quot;Workers of the world, unite!&quot;</p>

	<a class="highslide" href="http://www.zenshin-s.org/zenshin-s/world/images/090111hiroshima2.jpg" onclick="return hs.expand(this)"><img alt="" class="mt-image-left" height="136" src="http://www.zenshin-s.org/zenshin-s/world/assets_c/2010/05/090111hiroshima2-thumb-200x136-78.jpg" style="float: left; margin: 0pt 20px 20px 0pt;" width="200" /></a>　The participants were: activists of Hiroshima Coordinating Center of Labor Unions, people belonging to the second and third generations of the atomic bomb survivors, members of the Hiroshima branch of National Association of Women&#39;s Democratic Club, workers supporting Palestinian people, and many foreigners working in Hiroshima. Among the participants there were also a lot of people who have long been engaged in the struggle against Iraq war. They all expressed fierce anger against Israeli troops and confirmed determination to continue anti-war struggle in solidarity with Palestinian people.</p>
<p>
	A powerful demonstration was staged through downtown in the evening, attracting attention of passers-by, some of whom, young workers, joined the demonstrators. It proves that the street is filled with workers&#39; anger against dismissal and war. It reflects the current situation of workplaces.</p>
<p>
	All the participants feel a strong bond with Palestinian workers who are now being massacred in Gaza. We in Japan are losing jobs as a result of slashing of irregularly employed workers. Neo-liberalism is our common enemy in Japan and in Palestine. Let&#39;s develop anti-war struggle against US imperialist bloody attempt to defend dollar. Workers have enough power to prevent their attack. United power of workers can stop war. We, participants of the protest rally, call on everyone to revive militant labor union in workplace and to rise up for a general strike in the coming spring labor offensive.</p>

	New Year demonstration in downtown Tokyo<br />
	On January 3, a demonstration sponsored by the National Coordinating Center of Labor Unions was carried out in Shibuya, downtown Tokyo, with slogans: &quot;Join us in the January 8 demonstration to stop slashing dispatched workers! Down with Nihon-Keidanren (National Corporate Organization)&quot; &quot;We denounce Israeli air raid on Gaza!&quot; By an emergency call, 160 participants rallied, including those dispatched workers who got recently fired and signed up for the latest street campaign against slashing of dispatched workers.</p>

	Before starting for demonstration, young workers spoke one after another, &quot;Mitarai, head of Nihon-Keidanren and Cannon Inc., should be fired, not workers&quot; &quot;Let&#39;s rise up for a demonstration to overthrow capitalist rule!&quot; &quot;Stop brutal Israeli air raid on Gaza!&quot; Yosuke Oda, president of Zengakuren (All Japan Federation of Student Autonomous Bodies) made a short speech, saying, &quot;Everywhere in the world people are rising up for demonstrations against Israeli air raid on Gaza. We vehemently denounce the indiscriminate massacre of Palestinian people by Israeli government. It&#39;s time to take to the streets against war and confront economic crisis with mounting anger!&quot;</p>
<p>
	Demonstrators with flags of their labor unions, starting from Miyashita Park and passing through the most crowded street in front of Shibuya railway station, shouted slogans: &quot;Change the society by the power of labor union!&quot; &quot;Let&#39;s organize fighting unions!&quot; &quot;Capitalists, go to garbage dump!&quot; &quot;Let&#39;s take back all what we have given to the society!&quot; &quot;Don&#39;t allow Israeli attack on Palestinian people!&quot; &quot;United, we can stop war&quot; &quot;Make a protest demonstration in front of Nihon-Keidanren headquarters!&quot;. Drum beat animated angry voices of demonstrators and the street echoed with its sound. A lot of passers-by were fascinated by the militant demonstration and many young workers joined in on-the-spot discussion. The whole street of Shibuya seemed liberated for a while by the militant and vigorous demonstration. <br />
	<br />
	Prior to the demonstration, 60 activists made a street campaign with a great success: 2500 copies of flyers were handed over; 520 people signed up for a protest action against slashing dispatched and temp workers; and fund raising amounted to 110,000 Yen ($1100). It proves the street is filled with anger of working people. A kick-off declaration was issued for a general strike 2009 with a slogan: &quot;We must live!&quot;<br />

	5700 workers determined against reactionary trends</p>
<p>
	On November 2 in Hibiya Outdoor Music Hall, 5700 workers and youth gathered to National Workers&#39; Rally in confrontation against reactionary trends within labor movement. A gigantic step forward was thus made to revive Japanese labor movement in a revolutionary direction through smashing the defeatist line of &quot;The Four Parties and Four Organizations&quot; in regard to the struggle of dismissed 1047 national railway workers.</p>

	<a class="highslide" href="http://www.zenshin-s.org/zenshin-s/world/images/Workers'Rally_081102_02.jpg" onclick="return hs.expand(this)"><img alt="" class="mt-image-left" height="102" src="http://www.zenshin-s.org/zenshin-s/world/assets_c/2010/05/Workers'Rally_081102_02-thumb-200x102-83.jpg" style="float: left; margin: 0pt 20px 20px 0pt;" width="200" /></a>The participation of militant labor union leaders and activists of Korea and US one again confirmed a steady progress of forging international labor unity of three countries and demonstrated to all participants that we are reaching a new dimension for achieving proletarian world revolution.</p>
<p>
	The opening address was made by brother NAKAMURA Yoshimasa, vice-president of Minato-Godo (Metal and Machinery Workers&#39; Union in Osaka), followed by solidarity messages: Mr.TAKAYAMA Shunkichi, representative of Society for Constitution and Human Rights in Japan Federation of Bar Associations; Mr.NISHIKAWA Shigenori, vice-director of Block The Road to War - Million Signature Campaign; brother HAGIWARA, vice-General Secretary of Sanrizuka-Shibayama United Opposition League against Construction of Narita Airport together with brother SHITO Takao (who is fighting against the planned expropriation of his farmland).</p>
<p>
	The first speaker from Korea was sister Jun Eun Ju, vice-president of Korean Metal Workers&#39; Union, Seol Branch, Local Hitech RCD Korea, who reported on the struggle of her union by means of hunger strike and occupation of the company tower. She was followed by brother Lee Jae-young, President of Seoul Regional Council of Korean Confederation of Trade Unions (KCTU). He denounced the capitalists who pushed ahead neo-liberal agenda to be responsible for current worldwide financial crisis and demanded that they, composing only 1% of total world population, pay for that. He concluded his speech with an appeal: &quot;Let&#39;s achieve international unity of working class and launch socialist movement to change the world, overcoming reformism! &quot;</p>
<p>
	From US labor movement, brother Jack Heyman, Executive Board Member of International Longshore &amp; Warehouse Union (ILWU), Local 10, spoke first. He proudly reported on the historical May Day stop work that shut down all the West coast ports in solidarity with Iraqi workers and emphasized: &quot;Class collaborationist ideology dominates the trade union movement globally&quot; &quot;We call for raising the level of struggle from protest to resistance&quot; &quot; We workers need our own party, a party of the working class&quot;</p>
<p>
	The second speaker from US was brother Gregory Sotir of UTLA (United Teachers of Los Angeles) and CAMS (Coalition against Militarism in our Schools) who exposed expanding attempt of introducing curriculum for corporate interest and enforcing militarization of school and appealed for a determined struggle against greedy capital that is driving neo-liberal policies.</p>
<p>
	The keynote speakers of the rally were brother KO Hideo, vice-president of KAN-NAMA (Solidarity Union of Japan Construction and Transport Workers, Kansai Area Branch) and brother TANAKA Yasuhiro, president of Doro-Chiba (National Railway Motive Power Union of Chiba). Brother KO summarized the development of three unions&#39; (KAN-NAMA, Minato-Godo and Doro-Chiba) coordinating efforts for these ten years as most successful achievement with rich experiences and called for further strengthening of the three unions&#39; bond, pointing out, &quot;When divergence of opinion emerges, it is a favorable opportunity to strengthen unity through candid discussion. As long as workers keep fighting, it is possible to change the whole society&quot;. His speech was fully supported by brother TANAKA who noted that what we are now witnessing is the beginning of the end of capitalism and that we need to stick to the original stand-point of labor movement to address the serious situation. He pledged to keep absolute opposition to the defeatist line of &quot;The Four Parties and Four Organizations&quot; and finally called on all the participants to stand up for general strike demanding a large-scale wage raising on the occasion of the Spring Labor Offensive next year.</p>
<p>
	Special reports were delivered by the following people: Dispute groups of the struggle of dismissed 1047 national railway workers, including union members of Doro-Chiba delivered passionate speeches, denouncing the surrender of &quot;The Four Parties and Four Organizations&quot; ; sister NEZU Kimiko spoke about her struggle against Hinomaru and Kimigayo, representing other dissident teachers; a member of Okinawa fighting group spoke out against the plan of US navy base construction on Henoko of Okinawa, resisting rotten leadership of the movement.</p>
<p>
	Workers, fighting in workplaces, expressed their determination for fresh struggle: a medical worker, a public service worker and a postal worker.</p>
<p>
	At the end of the rally, a vigorous group of students of Hosei University, representing militant students belonging to Federation of Cultural Clubs, emerged on the stage and reported their courageous struggle against the reactionary repression of the university authority. Currently 22 students are detained in prison for their activity on the campus, for example, distributing flyers, putting out political billboards or making outdoor speech, etc. The participants warmly applauded their speech.</p>
<p>
	After the rally, participants in a high spirit stormed into the street of Ginza, popular down town of Tokyo and carried out a powerful street demonstration, overwhelming the lively quarter. Police, trying to suppress the demonstration in vain, outrageously arrested one of the demonstrators, but could not prevent sympathetic passers-by to join the demonstration.</p>
